On the morning of May 29, the Quang Ninh Provincial Party Committee held a conference to review 5 years of implementing Decision No. 2265-QD/TU and Directive No. 42-CT/TU dated August 4, 2020 of the Provincial Party Committee Standing Committee on strengthening the Party's leadership, effectiveness and efficiency of state management in the fight against, handling, removing and eradicating fake, untrue and malicious information on cyberspace about Quang Ninh province and held a conference to disseminate a number of directions of the Central and Provincial Party Committees on information and propaganda work related to Party Congresses at all levels towards the 14th National Party Congress. Over the past 5 years, Quang Ninh province has always demonstrated a pioneering, proactive and creative role in protecting the Party's ideological foundation. In the context of complicated developments of bad and toxic information on cyberspace, Quang Ninh is the first locality in the country to simultaneously issue a specialized Project and a Directive on combating erroneous viewpoints and handling false information.

Quang Ninh province also flexibly applied Resolution 35 dated October 22, 2018 of the Politburo on strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation, ensuring the simultaneous implementation of two basic activities: protection and fighting, in line with the motto of "building" combined with "fighting"; at the same time, implementing many creative contents, close to the practical situation, bringing high efficiency. Typical examples are the model of the "Party Cell 35" thematic activities; the model of "Using social networks safely for students". Quang Ninh is also the first locality to organize drills to fight, prevent and handle bad and toxic information on the Internet and social networks at both provincial and district levels; bringing the topic of protecting the Party's ideological foundation, fighting against erroneous and hostile views into training classes, admitting new party members, and training programs for elementary and intermediate political theory classes.

Over the years, Quang Ninh has maintained a high economic growth rate and the social trust index in the province has increased steadily from 95.6% in 2020 to 96.16% in 2024. These results have contributed significantly to ideological stability and social consensus, created through political propaganda and positive information orientation.

Comrade Nguyen Hong Duong, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, disseminated a number of instructions from the Central and Provincial Party Committees on information and propaganda work related to Party Congresses at all levels.

In his directive speech, Comrade Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Steering Committee 35, requested the Steering Committees 35 at all levels to strengthen their grasp of public opinion, forecast the situation, and promptly detect signs of instability in the process of restructuring the apparatus. Ideological work must go one step ahead, go with, during, and after political tasks; must build a position of people's hearts - a solid ideological security position in cyberspace. In particular, it is necessary to be vigilant against the risk of a "governance gap" at the grassroots level during the transitional period of the apparatus.

Local Party committees need to proactively and directly lead ideological work and protect the Party's ideological foundation; promptly consolidate the organization of the 35 grassroots Steering Committees according to new guidelines; strengthen specialized training for cadres doing 35 work, especially in digital technology, information analysis, and media crisis handling; promote the core role of the Propaganda, Mass Mobilization, Police, Military, and press forces in developing plans to be ready for media operations in all fields and at all times; review and clearly decentralize ideological work tasks and refute false information in accordance with the two-level local government model after the rearrangement.

Develop the province's official social network; apply artificial intelligence and big data analysis to monitor, warn and handle false information. Diversify forms of communication, combine direct combat and active dissemination; use official information as the foundation to guide public opinion. Regularly check, evaluate and replicate good models and effective methods; at the same time, proactively detect risks from practice, promptly advise on handling, avoid being passive and surprised on the ideological front.

On this occasion, the Provincial Party Standing Committee awarded Certificates of Merit to 10 collectives and 15 individuals with outstanding achievements in 5 years of implementing Decision No. 2265 and Directive No. 42 dated August 4, 2020 of the Provincial Party Standing Committee.
