Escape the fate of "super suspended" project?

Last March, upon hearing the news that the Da Nang City People's Council (PC) had approved a resolution on the planning project for the preservation, restoration and rehabilitation of the special national scenic spot Ngu Hanh Son to be submitted to the Government for approval, many residents were excited because they hoped to soon escape this "super-suspended" historical and cultural park project. For the past 13 years, despite being known as city residents, many people have had to live in dilapidated houses, most of them in the vicinity of Kim Son mountain. Da Nang has developed its urban area at a dizzying pace, but this area is shabby and unsightly.

The special national scenic relic Ngu Hanh Son has long been a famous tourist and pilgrimage site.

In a submission to the City People's Council, Vice Chairwoman of the Da Nang City People's Committee Ngo Thi Kim Yen said that the planning area of ​​Ngu Hanh Son scenic area affects 1,022 households of 14 residential groups; the total planning area of ​​the scenic area is nearly 105 hectares (of which the protected area 1 is nearly 19 hectares). Da Nang aims to preserve all the outstanding values ​​of the scenic area, including the limestone mountain system and caves, relics - scenic works, caves, archaeological sites, ecosystems and intangible elements. In the period from 2022 to 2045, the City will invest in 7 groups of projects, including compensation, site clearance, resettlement and monument marking; repair and embellishment of traffic and technical infrastructure in protected area 1; preservation and honor of intangible cultural values...

Remember, in June 2009, the Ngu Hanh Son Historical Cultural Park was approved by the People's Committee of Da Nang City for a 1/2,000 scale planning towards being built into a scenic area of ​​special value, developing the socio -economy , and organically integrating into social life... But the "integration" has not yet come true, on the contrary, people have had to suffer "integrating" with the "suspended" project for more than a decade. Therefore, when asked, besides being happy because of the positive signal, many people in Group 20 (Hoa Hai Ward) are very worried because their houses have been degraded for many years and have not been repaired. Besides, the estimated cost of the project is over 2,000 billion VND, after the planning, will people be able to quickly move to another place to stabilize their lives?

According to the reporter's documents, previously, under the direction of the People's Committee of Da Nang City, the planning project of Ngu Hanh Son to be submitted to the Central Government for approval must be completed by June 2021. However, the project's progress was also slow and as mentioned, it was not until last March that the City People's Council was able to pass the resolution. With the project "suspended" for the past 13 years and the slow progress in carrying out procedures, people's worries are understandable.

Handling of encroaching works

Before being approved by the City People's Council, the planning project of Ngu Hanh Son was consulted from the people to the experts. A number of social criticism conferences were also held to record proposals on how to restore the special relic of Ngu Hanh Son ( Thanh Nien on November 10, 2021 had an article recording). Venerable Thich Hue Vinh, abbot of Quan The Am Pagoda - a person passionate about Ngu Hanh Son heritage, sent many comments. When asked, the monk emphasized the need to have planning regulations and protect the landscape around the relic.

According to monk Thich Hue Vinh, this issue has been addressed too late and the consequences can be clearly seen from the case of a building blocking the view of the sea when standing at Vong Hai Dai. “In Ngu Hanh Son, there is Vong Hai Dai overlooking the sea and Vong Giang Dai overlooking the Co Co River. However, now, standing at Vong Hai Dai, you can only see a glimpse of the sea. If you try to look sideways, there is still a little bit left. But if this land is built with high-rise buildings, Vong Hai Dai, even though it is still there, will be considered “erased”. How will we answer to posterity and international tourists when they stand at Vong Hai Dai and cannot see the sea? Therefore, controlling the height of buildings around Ngu Hanh Son is very important,” said the monk.

At the press conference on April 18, answering the question about how to handle the constructions that encroach on the relic, especially the 5-storey elevator that was crudely attached to the Thuy Son stone mountain, Mr. Pham Tan Xu, Director of the Department of Culture and Sports of Da Nang City, said that this is a construction that has existed for quite a long time and public opinion has repeatedly voiced its opinion because the elevator is made of concrete, causing loss of aesthetics. "In the future, there will be a way to handle it" to both preserve and promote the value of the relic. The sectors will have calculations to ensure harmony," Mr. Xu said.

In terms of mobilizing social capital for many items of the project, Mr. Bui Van Tieng, Chairman of the Da Nang City Historical Science Association, warned that the socialization of financial resources in Ngu Hanh Son needs to have specific requirements. “The recovery of capital after investment needs to be calculated in a balanced and harmonious way to ensure the legitimate rights of investors, while also paying attention to preserving certain public spaces to ensure that they meet the needs of sightseeing and worship of the majority of people. It is necessary to avoid the situation of turning "public land" into "private land" by some investors chasing profits,” Mr. Tieng emphasized.
