Secretary of Hanoi Party Committee: Arranging cadres must be fair and objective to avoid negative situations

According to the Secretary of the Hanoi Party Committee, the people were very excited to directly participate in the development of the Project. The new names of the communes and wards are really good, really beautiful and have deep meanings, are supported by the people, and reflect the Party's will and the people's hearts.

However, the Secretary of the Hanoi Party Committee also noted that the results of the arrangement of grassroots administrative units are only the first step. Immediately after being approved by the National Assembly Standing Committee, it is necessary to urgently implement the arrangement of the apparatus according to the set schedule, roadmap and plan, in compliance with the direction of the Central Government and the city.

Secretary of the Hanoi Party Committee Bui Thi Minh Hoai requested the Party Committee's Organization Board to take the lead in advising the Party Committee's Standing Committee to issue a plan to guide implementation as soon as possible. At the same time, special attention should be paid to the importance of personnel work. The Central Committee has assigned the authority to decide on the arrangement of grassroots apparatus to the Standing Committees of Provincial and Municipal Party Committees. The Party Committee assigned the Standing Committees and heads of Party Committees of districts, towns and cities to be responsible for evaluating cadres, planning plans for cadre arrangement and reporting to the Party Committee's Standing Committee for consideration, appraisal and decision to appoint the Party Executive Committee, Party Committee Standing Committee, secretaries, deputy secretaries and members of the Inspection Committees of communes and wards.

“This is a very important task. During the implementation process, there will be coordination and guidance from the city's departments, agencies and branches and the Standing Committees and Standing Committees of the district, town and city Party Committees. The Standing Committee of the City Party Committee will assign members of the Standing Committee of the City Party Committee to monitor and direct the districts, towns and cities,” Secretary of the City Party Committee Bui Thi Minh Hoai pointed out.

In addition, the Secretary of the City Party Committee requested that during the reorganization period, from now until the new grassroots government apparatus is in place, the current grassroots government will continue to operate according to regulations. Party committees and district, town and city authorities must continue to direct to ensure that all activities of Party committees, authorities and agencies are not interrupted, especially tasks serving the people and businesses. At the same time, it is necessary to strengthen land management, closely inspect and supervise to prevent land violations in communes, wards, villages and hamlets, and prevent encroachment on ponds, lakes, public land, and illegal construction of houses on agricultural land.

Regarding the adjustment of the 2025 Public Investment Plan and the updating and adjustment of the 5-year Public Investment Plan 2021-2025 at the city level, the Secretary of the Hanoi Party Committee requested the Party Committee of the City People's Committee to focus on directing the removal of difficulties and obstacles, especially in site clearance work, to speed up progress and increase the disbursement rate of public investment capital.

It is necessary to carefully calculate the capital absorption capacity of projects to avoid adjusting capital plans many times; prioritize capital allocation for key projects, projects in the fields of culture, health, education; projects to treat environmental pollution, waste and waste treatment, urgent public projects, projects to develop science, technology, innovation and national digital transformation according to Resolution No. 57-NQ/TU dated December 22, 2024 of the Politburo.

The Secretary of the Hanoi Party Committee also requested the Party Committee of the City People's Council to strengthen supervision of the implementation of the city's medium-term public investment plan.

Secretary of the City Party Committee Bui Thi Minh Hoai emphasized that the workload in the coming time is very large, requesting that City Party Committee members, heads of Party committees and authorities at all levels need to uphold the sense of responsibility, concentrate highly, creating a premise for the successful organization of the 18th City Party Congress and promoting economic growth to reach the target of 8% or more in 2025 according to the direction of the Central and the city.
