Provincial Party Secretary Y Thanh Ha Nie Kdam: Phu Quy needs sustainable development associated with firmly protecting sovereignty

On the afternoon of July 25, the 1st Party Congress for the 2025-2030 term took place in Phu Quy Special Zone in a solemn, democratic, innovative and hopeful atmosphere.

This is one of the first special zone-level Party Congresses held after the whole country completed the arrangement of district and commune-level administrative units, demonstrating a pioneering role, ready to enter a new development stage.

The Congress was attended and directed directly by comrade Y Thanh Ha Nie Kdam - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lam Dong Province. Also attending were comrades of the Standing Committee of the Provincial Party Committee, leaders of departments, branches and sectors of the province and 180 delegates representing more than 1,200 party members in the entire Party Committee.

Phu Quy Special Zone is one of 13 special zones in the country, established on the basis of merging 3 communes of the former Phu Quy island district. With its special characteristics, Phu Quy is a frontier land, with a very important strategic position in terms of national defense and security, especially in the cause of protecting the sovereignty and sovereign rights of the sea and islands of the Fatherland.

The political report affirmed that in the 2020-2025 term, the Party Committees of the three previous communes and the current Phu Quy Special Zone have focused on leadership and direction to achieve and exceed the targets set out in the resolution.

Phu Quy's fishing fleet is increasing in number and ensuring offshore fishing conditions.

The entire special zone has 1 fishing union and 80 solidarity groups with a total of 559 ships/3,820 workers operating effectively in support of rescue, search and rescue and protection of sea and island sovereignty.

The storm shelter area has been invested in and completed. Tourism has developed vigorously, with a variety of services and products.

Phu Quy tourism is growing more and more

Accommodation facilities are increasingly invested in and built, with more than 170 hotels, motels, and homestays. Infrastructure is gradually invested synchronously. Budget revenue is more than 230 billion VND, reaching 124%. People's material and spiritual life is significantly improved. National defense and security are maintained and stable.

Party building work and the organization of the political system have been arranged and improved. The quality of cadres and party members has been improved.

Speaking at the Congress, Provincial Party Secretary Y Thanh Ha Nie Kdam emphasized: Phu Quy Special Zone has a very important strategic role in politics, national defense, and security and has always received attention, direction, and support from the Central Government and the province, not only through mechanisms and policies but also through affection and shared responsibility.

In the next 5 years, with the economic and social infrastructure system that is being and will continue to be invested, it will create a foundation for the special zone to develop. In particular, the special zone has a very important resource, which is the Phu Quy people who are patriotic, hard-working, diligent, dynamic and creative.

The Provincial Party Secretary requested that the documents of the Phu Quy Special Zone Party Congress for the 2025-2030 term should continue to closely follow the new contents, especially the major viewpoints and orientations in the draft documents submitted to the 14th National Congress of the Party, the breakthrough resolutions and strategies of the Central Committee; ensuring inheritance and innovation. The documents reflect more accurately and clearly the characteristics and practical situation of the Special Zone. On that basis, clearly identify the position, stature, role, potential and strengths of the Special Zone and of each locality to determine the main goals and targets. At the same time, set out key tasks and solutions to successfully implement the goals and targets of the Congress resolution, with the spirit of "clear people, clear work, clear responsibilities, clear products, clear results, clear deadlines, and clear roadmap".

The resolution and the action program to implement the resolution must determine what to do and how to do it to best exploit the potentials and advantages. From there, promote the socio-economic development and the lives of the islanders to develop faster, more effectively and sustainably, associated with firmly protecting the sovereignty and sovereign rights over the sea and islands of the Fatherland. The resolution and action program can be implemented immediately after being issued.

In addition, to successfully implement the goals and tasks set out in the coming term, the Provincial Party Secretary proposed that the Congress and the Party Committee of the Special Zone focus on five key tasks. In particular, the Executive Committee of the Party Committee of the Special Zone strongly affirms its position, role and stature in the new period.

Continue to effectively exploit the potentials and advantages of the Special Zone, build and comprehensively develop Phu Quy in the economic development strategy, combat seawater intrusion associated with national defense. Build Phu Quy Special Zone to develop strongly, closely combining economic development with national defense, national defense with economy, as a solid rear base for Truong Sa archipelago. The Special Zone has developed marine economic sectors, especially seafood exploitation and processing, trade - fisheries logistics services, and developed maritime transport services, associated with environmental protection and sustainable tourism development.

The Provincial Party Secretary requested the Special Zone to focus on and grasp the situation at the grassroots level, closely coordinate forces to build a national defense posture associated with a solid People's Security posture and defense areas, forming a unified bloc in will and action, proactively and promptly handling complex situations that arise, not being passive or surprised. The Special Zone builds each unit of ships and boats as a watch point to protect the sovereignty of the sea and islands of the Fatherland; unite, be ready to fight, and use the strength of solidarity of fishermen to contribute to fighting against the plots and activities of hostile forces.
