Draft resolution on special mechanism for education: Strong empowerment, creating breakthroughs

On the morning of November 17, continuing the working program at the 10th Session of the 15th National Assembly, the Government submitted the Draft "Resolution on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development".

This is considered one of the important steps to concretize the spirit of Resolution 71 of the Politburo - a document that identifies education as a central position, a "key driving force" for the country's development in the new period.

Presenting the review report, Chairman of the Committee for Culture and Society Nguyen Dac Vinh agreed with the need to issue the Resolution and highly appreciated the breakthrough proposals. However, the review body also pointed out many points that need to be clearly defined to ensure feasibility, transparency and avoid risks during implementation.

One of the notable contents is to decentralize more strongly to the Director of the Department of Education and Training in recruiting, mobilizing, transferring and seconding teachers. This helps to unify human resources in the whole industry and overcome the long-standing situation of surplus and shortage in some areas. The results of the consultation show that 17/17 localities agree.

The Committee for Culture and Society proposed clarifying the scope of mobilization "between commune-level administrative units in the same province", adding a mechanism to monitor and prevent negativity, because strong decentralization without control can lead to the risk of "asking - giving" in recruitment.

Regarding textbooks, the draft proposes using a unified set of textbooks nationwide to save costs and reduce selection pressure. The review agency believes that this will help ensure consistency, but needs to be carefully considered so as not to go against the spirit of socializing textbooks in Resolution 88 and the Education Law.

Some opinions emphasize that the problem does not lie in the number of books, but in the appraisal, quality control and implementation; therefore, if a single book set is applied, there must be a quality assurance mechanism to avoid the risk of monopoly.

The draft also devotes much content to digital transformation in education, from building digital infrastructure, national databases to promoting public-private partnerships. However, the review report recommends emphasizing more on the task of improving teachers’ digital capacity, because technology is only effective when the team is capable of using it.

In terms of international cooperation, the draft expands autonomy for educational institutions in organizing seminars, inviting experts, and even establishing branches abroad. The review agency agrees with the open-door policy but emphasizes the need to ensure educational security and avoid taking advantage of international activities to introduce inappropriate content. Some opinions suggest applying the "registration - notification" mechanism instead of completely eliminating the licensing procedure.

Regarding policies to support learners, the draft proposes many new solutions such as free textbooks from 2030, free tuition for National Defense and Security Education for students, and living expenses support for graduate students in key doctoral training programs.

The review agency proposed to clarify how the textbook exemption policy is implemented in localities to avoid misunderstandings about prioritizing rich regions; at the same time, consider the relationship between the new doctoral scholarship program and current projects to avoid duplication and waste of resources. The responsibilities of scholarship recipients also need to be specifically regulated to limit the situation of "brain drain".

Regarding financial and land mechanisms, the draft requires ensuring a minimum of 20% of total budget expenditure for education, while allowing the application of tax, credit, and land fund incentives to attract investment. The review agency agreed but noted that transparency in land allocation must be ensured, avoiding taking advantage of policies to legalize land use purpose changes or fragmenting planning. The simplified procedures also need to be clearly defined to avoid creating loopholes leading to loss of public assets.

In general, the Draft Resolution shows a strong determination to innovate, promote autonomy, decentralization, digital transformation and international integration in the education sector. However, the Committee on Culture and Society emphasized that all specific mechanisms must ensure: No conflicts with the laws being amended; No legal gaps; No risks in human resource, financial and land management.

If the remaining issues continue to be clarified, the Resolution can become an important premise for creating an open, modern and transparent educational environment – ​​exactly as the goal of “institutional breakthrough to develop education” as determined by Resolution 71 of the Politburo…
