Over the years, in order to strengthen national unity, the 16th Army Corps has organized hundreds of sessions to disseminate laws and mobilize ethnic minorities in border areas and remote regions. The Corps has effectively implemented the movements "All people protect national security," "Building new rural areas," and "Cultural life in residential areas."
Party committees, commanders at all levels, and officers and soldiers regularly visit villages to disseminate the Party's guidelines, policies, and the State's laws. This helps people understand the schemes and tactics of hostile forces that exploit ethnic and religious issues to divide national unity and destabilize security and order in the area.

Alongside propaganda work, the Corps also integrated civilian outreach activities to help people develop their economy and achieve sustainable poverty reduction, such as: providing seedlings and livestock; guiding production techniques; providing free medical examinations, treatment, and medicine; building welfare facilities, houses for comrades, "great solidarity" houses, and "military-civilian solidarity" houses... As a result, the material and spiritual lives of the people have improved, building trust in the Party committees and local authorities.
