
On March 28, Binh Duong Provincial Party Committee held an online conference to disseminate and implement new documents of the province and the Central Government on restructuring and streamlining the apparatus.
At the conference, the Steering Committee for the organizational restructuring project reported on the draft summary project on restructuring commune-level administrative units in the province. Accordingly, Binh Duong currently has 9 district-level administrative units (5 cities, 4 districts) and 91 commune-level administrative units (39 communes, 47 wards, 5 towns).
The district-level Party Committee has 4 advisory agencies; 6 mass organizations. The People's Committees of districts and cities have 10 specialized departments under their management; 390 public service units.
In addition, in each district, there are 10 mass organizations assigned tasks by the Party and the State (of which 3 associations are assigned full-time staff; 7 associations are assigned a fixed number of staff).
The number of cadres, civil servants and public employees at the district level, the civil service payroll is 1,329 people; the public employee payroll is 18,738 people. At the commune level, the current number of cadres and civil servants at the commune level is 2,157 people (945 commune-level cadres and 1,212 commune-level civil servants). The number of non-professional workers at the commune level is 1,835 people (1,214 people present).

Expected plan to arrange commune-level administrative units, after arrangement there will be 27 commune-level administrative units remaining.
Specifically, Thu Dau Mot City will merge 14 wards into 3 wards. Specifically: Thu Dau Mot ward (including Phu Cuong, Phu Loi, Phu Hoa, Chanh Nghia, Phu Tho wards); Chau Thanh ward (including Tan An, Chanh My, Tuong Binh Hiep, Hiep An, Dinh Hoa wards) and Binh Duong ward (including Phu My, Hiep Thanh, Hoa Phu, Phu Tan wards).
Di An City merged 7 existing wards and 1 An Phu ward of Thuan An City into 2 wards. Specifically: Di An ward (including wards of Binh Thang, Binh An, Dong Hoa, An Binh, Di An), Tan Dong Hiep ward (including wards of An Phu, Tan Binh, Tan Dong Hiep).
Thuan An City merged 8 wards and 1 commune into 2 wards. Specifically: Lai Thieu ward (including An Son commune and wards of An Thanh, Binh Nham, Lai Thieu, Hung Dinh, Vinh Phu); Thuan An ward (including wards of Binh Chuan, Thuan Giao, Binh Hoa).
Tan Uyen City merged 2 communes and 10 wards into 4 wards. Specifically: Vinh Tan ward (including Vinh Tan and Phu Chanh wards), Tan Uyen ward (including Uyen Hung and Hoi Nghia wards), Tan Hiep ward (including Tan Hiep and Khanh Binh wards and Bach Dang commune), Tan Khanh ward (including Thanh Hoi commune and Thai Hoa, Thanh Phuoc, Tan Phuoc Khanh and Tan Vinh Hiep wards).

Ben Cat City merged 1 commune and 7 wards into 4 wards. Specifically: Tay Nam ward (including Phu An commune and An Dien and An Tay wards), Ben Cat ward (including My Phuoc ward and part of Chanh Phu Hoa ward), Tan Dinh ward (including Tan Dinh and Hoa Loi wards and quarter 9, Chanh Phu Hoa ward), Thoi Hoa ward remains the same.
Dau Tieng district merged 1 town and 12 communes into 4 communes. Specifically: Minh Hoa commune (including Minh Hoa, Minh Thanh, Minh Tan communes), Dau Tieng commune (including Dau Tieng town and Dinh An, Dinh Thanh, Dinh Hiep communes); Thanh Tuyen commune (including Thanh An, Thanh Tuyen communes); Long Hoa commune (including An Lap, Long Tan, Long Hoa communes)
Phu Giao district merged 1 town and 10 communes into 3 communes. Specifically: Phu Giao commune (including An Linh, Phuoc Sang, An Thai, An Long, Tan Hiep communes); Phuoc Vinh commune (including Tan Long, Vinh Hoa, Phuoc Hoa communes); Phuoc Thanh commune (including Phuoc Vinh town and An Binh, Tam Lap communes).
Bau Bang district merged 1 town and 6 communes into 2 communes. Specifically: Bau Bang commune (including Lai Uyen town and communes Cay Truong II, Tru Van Tho); Long Nguyen commune (including communes Long Nguyen, Tan Hung, Hung Hoa, Lai Hung).
Bac Tan Uyen district merged 2 towns and 8 communes into 3 communes. Specifically: Binh My commune (including Tan Binh town and Binh My and Tan Lap communes); Tan Thanh commune (including Tan Thanh town and Tan Dinh and Dat Cuoc communes); Thuong Tan commune (including Hieu Liem, Tan My, Lac An and Thuong Tan communes)
It is expected that the organizational structure at each commune level will have 80-82 positions. Specifically, the Party bloc is expected to have 20 positions, including the Standing Party Committee, Office, Party Building Committee, and Inspection Committee.
The grassroots government organization includes the People's Council and the People's Committee. The People's Council has a Chairman (consecutive with the Secretary or Deputy Secretary), a Vice Chairman and 2 specialized committees (Economic - Social Committee and Legal Committee). The People's Committee includes a Chairman, Vice Chairman and is expected to have at least 4 specialized departments (Economic Department, General - Judicial Department, Cultural - Social Department, Public Administration Service Center). The Fatherland Front bloc is expected to have 10-12 positions.
According to the draft Directive amending Directive 35 of the Politburo on Party congresses at all levels, the expected structure and number of the Executive Committee, Standing Committee, and Standing Committee of the commune-level Party Committee are as follows: The Standing Committee of the Party Committee has a Secretary, Deputy Secretary of the Party Committee, Deputy Secretary - Chairman of the People's Committee; 33 Executive Committee members; No more than 11 Standing Committee members of the Party Committee.
