Quang Ninh - a model of inclusive and sustainable poverty reduction

Thanks to the effective mobilization of resources and the implementation of many innovative and creative policies, poverty reduction in Quang Ninh has achieved many impressive results in recent years. The income of ethnic minorities has increased sharply, the province reached the poverty reduction target 3 years early, becoming a model with different policies and approaches that reach each household.

Policy creates momentum

With 12.31% of the population being ethnic minorities, Quang Ninh used to be one of the localities with a high rate of poor households in ethnic minority areas compared to many localities in the country. In a long and difficult journey, with innovative and creative approaches that are always at the forefront of the country, the province's poverty reduction work has achieved many positive results.

Over the years, Quang Ninh has always identified poverty reduction as not only a social security task, but also an inclusive development strategy, so that "no one is left behind".

According to the People's Committee of Quang Ninh province, the total capital for the implementation of the Program in this phase reached more than 524 billion VND, of which the central budget supported 362 billion VND, the rest was counterpart capital and social mobilization. The capital was allocated to three component projects with eight sub-projects, focusing on three key groups of tasks: Supporting production development, diversifying livelihoods and replicating poverty reduction models; investing in essential infrastructure serving production and life; enhancing capacity, communication, monitoring and evaluating the program.

The project to support production development and livelihood diversification has been widely implemented, suitable to the conditions of each region. The whole province has formed more than 180 effective production development models such as growing medicinal plants, raising bees, raising fish in cages, raising livestock, producing OCOP products associated with community tourism ... Thereby, over 4,000 poor and near-poor households have been supported to develop production, expand the scale of cultivation and livestock, and create stable jobs.

To concretize the objectives of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, Quang Ninh has issued many separate mechanisms and policies, creating breakthroughs in both methods and resources. In particular, the Resolution of the Provincial People's Council clearly requires each level and each sector to consider poverty reduction as a key and regular political task; at the same time, assign specific targets and plans to each commune, village, hamlet, and poor household.

Along with that, Quang Ninh proactively increased the support level for poor and near-poor households by 1.3 - 1.5 times compared to the Central regulations, with special priority given to ethnic minority households, remote and isolated areas. Livelihood support programs, preferential loans, OCOP development, vocational training and labor export were implemented synchronously, closely combining state policies with the participation of enterprises, banks and organizations.

Do not let poverty recur

Thanks to the synchronous implementation of solutions, the poverty rate of the whole province by the end of 2024 will decrease to 0.03%, making Quang Ninh one of the first localities in the country with basically no poor households.

According to the Department of Home Affairs of Quang Ninh province, the work of propaganda, training, monitoring and evaluation of the program is carried out regularly and effectively. Thousands of grassroots cadres are trained in knowledge and skills of planning and guiding poor households to access policies and livelihood models.

The process of capital management, allocation and disbursement is public, transparent and close to actual needs; inspection and supervision activities are strengthened, promptly detecting and correcting existing problems, ensuring that resources are used for the right purposes and for the right subjects, improving the sustainability of poverty reduction results.

Although reaching the finish line early, Quang Ninh did not stop. In the next phase, the province determined to continue narrowing the regional gap, linking poverty reduction with urbanization, building new model rural areas, developing the economy along with improving culture and people. The goal is inclusive growth, sustainable development and a society where everyone has the opportunity to rise up.

Accordingly, the province aims to reduce multidimensional poverty, increase income, improve people's lives, focus on supporting livelihoods, creating jobs, vocational training, transferring science and technology to people in disadvantaged areas; continue to mobilize and effectively use resources, ensuring effective, substantive and sustainable implementation of the program.

Quang Ninh has proven that poverty reduction is not just about temporary support, but also about providing real opportunities; not only helping people escape poverty, but also aiming for sustainable poverty escape. It is this core value that has turned the locality into a typical model for the whole country, where development is always for the people and no one is left behind.
