Three strategic breakthroughs - the foundation for sustainable development

For many years now, Quang Ninh has made implementing three strategic breakthroughs (building synchronous infrastructure, administrative reform to improve the investment environment and developing high-quality human resources) one of the key tasks. This has created an important premise to help the province maintain its growth momentum and develop sustainably.

First of all, the province focuses on building and completing a synchronous and modern infrastructure system to ensure connectivity and comprehensiveness; focusing on mobilizing both the budget and socialized resources to promote key projects. At the same time, speed up the construction progress of key projects and works, such as: Riverside road connecting from Ha Long - Hai Phong expressway to Dong Trieu, road project connecting from Van Don - Mong Cai expressway to Van Ninh port, Ha Long Xanh urban complex, Ha Long Ocean Park, Van Ninh general port...

In the first 9 months of 2025, Quang Ninh has started and inaugurated 51 key projects with a total investment of over 135,000 billion VND. These projects not only solve traffic and urban infrastructure bottlenecks but also open up land funds and development space for large-scale industrial and tourism projects.

Along with that, the province continues to improve the quality of administrative reform, improve the investment and business environment... The results of the assessment of the People and Business Service Index up to September 30, 2025 on the National Public Service Portal, Quang Ninh province reached 86.72 points, ranked 7/34 provinces and cities.

The province has officially operated the Quang Ninh Provincial Administrative Procedure Information System, ensuring that 100% of administrative procedures are processed electronically; officially shut down the Provincial Public Service Portal, using only one National Public Service Portal from July 1, 2025. By the end of September 2025, the whole province has 2,229 administrative procedures under the state management function and settlement authority in the area, of which 1,894 administrative procedures are provided at the Provincial Public Administration Service Center; 335 administrative procedures are provided at the Commune-level Public Administration Service Center. The rate of records resolved before and on time reached 97.6%.

Human resource development is considered a long-term strategic breakthrough of the province, focusing on developing high-quality human resources, skilled workers, knowledge, skills, experience, and creativity associated with increasing the size and quality of the population. The province has completed the Development Strategy Project of Ha Long University until 2030, opened 3 new university-level training majors with high demand; issued a Resolution on attracting and retaining human resources in science and technology, innovation, and digital transformation in the period 2025-2030...

Quang Ninh has also completed many strategic projects, implemented housing policies for workers and social housing, contributing to the long-term attachment of workers to enterprises, while increasing the rate of trained workers to a positive level. By September 2025, 1,758 social housing units were basically completed; investors were selected for 2 projects with about 1,875 social housing units, of which 1 project had started construction, the remaining project started construction most recently. The rate of trained workers reached 87.4%; the rate of trained workers with degrees and certificates was 52%.

Three strategic breakthroughs implemented synchronously have created a positive impact on the socio-economic development of the province. In the first 9 months of 2025, the GRDP growth rate reached 11.67%, ranking first in the country. The service, tourism and processing industry sectors... all had positive growth rates. The total capital attracted by foreign direct investment (FDI) in the province reached 324.77 million USD, of which 17 projects were newly granted Investment Registration Certificates. From the beginning of the year to the end of September 2025, the whole province had 1,807 newly established enterprises with a registered capital of 15,663.6 billion VND, 816 enterprises registered to resume operations, 173 newly established cooperatives... Accordingly, up to now, the whole province has 13,003 enterprises and 1,213 cooperatives in operation.

In the last months of 2025, Quang Ninh will continue to focus on synchronously and drastically implementing three strategic breakthroughs, including mobilizing all resources, diversifying investment forms, accelerating the completion of a synchronous and modern infrastructure system with the goal of building Quang Ninh into a centrally-run city before 2030. The province will also continue to focus on developing the private economy, promoting administrative reform, improving the investment and business environment, enhancing provincial competitiveness, and striving to establish over 2,000 new enterprises in 2025. At the same time, the province will continue to effectively implement the development of high-quality human resources and skilled workers; promote the application of science and technology, digital transformation and innovation.

With the continued and drastic implementation of policies, including the implementation of 3 strategic breakthroughs... not only will the province complete its immediate economic targets, but also create a solid foundation to become a major economic - tourism - industrial center.
