Major orientations for the next term
Having access to the draft Political Report this time, we have seen the serious acceptance of the People's contributions in the previous comments, demonstrating a broad democratic spirit. The draft Political Report has been integrated from the content of 3 (previous) reports: Report on the implementation of the 13th Congress Resolution, Report on Party building work and Report on 5 years of implementing the 10-year Socio- Economic Development Strategy 2021 - 2030. This is also an innovation in the work of building documents to submit to the Party Congress.

The draft political report has fully and objectively assessed the results, achievements, limitations and weaknesses and proposed strategic orientations for national construction for the next term and the following years. The major orientations are expressed in 5 guiding viewpoints. These are: (i) Persistently applying and creatively developing Marxism-Leninism, Ho Chi Minh thought, and the theory of innovation; persistently pursuing the goal of national independence and socialism; persistently promoting comprehensive and synchronous innovation; persistently pursuing the principles of organization and operation of the Party; (ii) Early identification, taking advantage of all advantages and opportunities, overcoming all difficulties and challenges to continue to develop the country rapidly and sustainably; (iii) Strongly arousing the tradition of patriotism, the desire for development, the spirit of solidarity, the will to be self-reliant, self-confident, self-reliant, self-reliant, and national pride; (iv) Promoting the strength, mettle, and intelligence of the Vietnamese people, the great national unity bloc and the people's hearts; combining national strength with the strength of the times; (v) Strengthening the building and rectification of a clean and strong Party and political system in all aspects; solidarity and unity; smooth, synchronous, and effective operation of the new apparatus of the political system. Development goals and major targets have also been pointed out in the draft report.

Regarding the report structure, along with the political report (main report/central report), there are two (2) appendices reporting on the 5-year socio-economic development (appendix 4) and Party building work (appendix 5). In essence, the assessment of the results of the 5-year implementation of the 10-year socio-economic development strategy (2021 - 2030) is also the content of implementing the Resolution of the 13th National Congress on socio-economic development tasks, directions and tasks for the next 5 years in the 10-year strategy; also of the 14th National Congress term, so there is no need to separate it (into appendix 4), but appendix 4 needs to show a detailed additional assessment for the political report on the results of socio-economic development. At the same time, at the end of each assessment content, there needs to be a cumulative result after 40 years of innovation. Thus, it will both clearly show the results of 5 years and demonstrate the achievements after 40 years of national renovation.
The structure of the political report should also be divided into two parts: one part on socio-economics; one part on Party building work. In each part, there is an assessment of results and directions, targets, tasks and solutions. The assessment part in the political report (both on socio-economics and Party building work) only needs to state general/key contents, while detailed assessment, clarification of results and achievements will be shown in the appendices. On the other hand, the limitations, weaknesses and causes need to be deepened in the political report; the directions, goals, tasks and solutions need to be shown in the political report (should not be in the appendix); avoid or limit duplication of content in the main report and the accompanying appendices.
Regarding the use of words and concepts in the report , some words can be replaced or need to be annotated and explained (placed at the bottom of each page of the report). At the same time, there are some concepts used in the report that need to be clarified. In the first sentence of section III (on building and perfecting institutions), it is written: Continue to innovate...; focus on comprehensively perfecting and synchronously developing institutions for the country's rapid and sustainable development, in which the political institution is the key, the economic institution is the focus, and other institutions are very important . Here, there are some concepts: institutions for rapid and sustainable development; political institutions; economic institutions; other institutions.
As I understand it: Institutions are a system of principles, regulations, laws, and operating mechanisms to regulate social relationships, and determine the rights and obligations of individuals and organizations in a country. Institutions are tools to implement social management and organize the operation of the State. It would be incorrect to say political institutions, economic institutions, other institutions... separately; it would be more accurate to say political institutions, economic institutions , social institutions ... (there is no concept of a fast-growing, sustainable institution ). Understood this way, the above writing needs to be revised, and can be written:... focusing on perfecting synchronous institutions to promote fast, sustainable development of the country, in which economic institutions are the focus.
It is thought that we should avoid or not talk about political institutions (political institutions (in general) have been expressed in the Constitution); talking about political institutions here can easily be misunderstood as meaning that there will be political changes, while our country is implementing the renovation policy according to the economic renovation thinking and maintaining political stability. The core issues of economic institutions have been stipulated in the Constitution, legal documents need to institutionalize those regulations, creating conditions to promote the country's rapid and sustainable development according to the socialist-oriented market economy mechanism.
Additional indicators on health, education and housing
Regarding the content of the political report. Regarding the development perspective, in addition to the 5 issues mentioned above, it is necessary to add a third perspective (3):... the issue of ensuring food security, financial security, cyber security and digital technology. There is content in the new report that has the basis to be included in the congress resolution and is the basis for organizing and implementing it later.
For the 5-year development targets, it is necessary to clearly state which targets are the average of 5 years and which targets are to be achieved by the end of the term (2030). For the group of economic targets, it is recommended to add targets on the maximum level (ceiling) of public debt and the maximum inflation level.
The group of social indicators needs to add some indicators: on health, health care for people , such as: supporting health insurance, implementing free periodic medical examinations, reducing hospital fees... On education , such as: implementing free tuition, supporting tuition ; supporting students in mountainous and disadvantaged areas; social allowance levels, social retirement... On housing for people : continue to support the elimination of temporary houses, dilapidated houses; developing social housing in urban areas and industrial parks... as a basis for implementation after the Congress. These issues have been raised by the Politburo and the Government, the people are waiting for specific decisions.
