Social security policies need to be flexible and allocate resources fairly.

Basically, I highly agree with the goals and tasks of "managing sustainable social development; ensuring progress, social justice, and caring for people's lives" stated in the Draft documents submitted to the 14th National Congress of the Party.

The draft clearly shows the viewpoint of "taking people as the center, subject, goal and driving force of development", considering this as a consistent content in the country's development strategy.

However, for further improvement, I propose to clarify the content of "sustainable social development" in association with the pillars of population, employment, environment, culture and social ethics; at the same time, add some quantitative indicators to facilitate monitoring and evaluating implementation results.

Regarding ensuring social progress and equity, it is necessary to emphasize more on equitable distribution mechanisms through tax, welfare, education and health policies; and focus on equal access opportunities for women, youth, people with disabilities and ethnic minorities. In addition, social security policies need to be flexible and adaptable to digital transformation and climate change.

Regarding caring for people's lives, it is recommended to concretize housing, employment, health , education, and cultural programs, especially in rural, mountainous, and island areas; at the same time, increase investment in social infrastructure and basic public services so that all people can enjoy the fruits of development.

I believe that completing the above content in the Draft documents to be submitted to the 14th National Congress of the Party will contribute to clearly demonstrating the humane and sustainable vision for the happiness and comprehensive development of the people set forth by the Party Central Committee.
