Hanoi prioritizes renovating and rebuilding 10 old apartment buildings

Regarding the acceleration of the renovation of old apartments, early approval and publicization of the 1/500 scale planning map for Giang Vo ward and the acceleration of the renovation of old apartment buildings and collective housing areas built in the 1960s and 1970s, the Hanoi People's Committee said that recently, the city has directed the work of establishing detailed plans for the renovation and reconstruction of old apartment buildings in the area, organized by the People's Committee of Ba Dinh district (formerly), including: Giang Vo, Thanh Cong and Ngoc Khanh collective housing areas.

Speed up the renovation and reconstruction of apartment buildings

Up to now, 2/3 of the detailed planning tasks have been approved by the Hanoi People's Committee. Regarding the task and detailed planning project for the renovation, reconstruction, and rebuilding of Thanh Cong apartment complex and surrounding areas at a scale of 1/500: Hanoi People's Committee has approved the detailed planning task.

The city has also approved the detailed planning task for the renovation, reconstruction, and rebuilding of Ngoc Khanh apartment complex. The Department of Planning and Architecture has issued a document guiding the People's Committee of Giang Vo Ward to implement the task of detailed planning for the renovation, reconstruction, and rebuilding of Giang Vo apartment complex under the direction of the Hanoi People's Committee.

Regarding the assignment of the task of implementing the detailed planning work, inheriting the work previously implemented by the People's Committee of Ba Dinh District, the People's Committee of Hanoi City agreed with the proposal of the Department of Construction, assigning the People's Committees of wards and communes (after rearrangement) to implement the tasks related to renovating and rebuilding old apartment buildings within the administrative boundaries of the wards and communes after rearrangement.

According to the administrative boundary after the arrangement of 2-level local government, the 3 above-mentioned collective housing areas belong to the boundary of Giang Vo ward.

To speed up the progress of establishing and submitting detailed planning for approval, the Hanoi People's Committee assigned the Giang Vo Ward People's Committee to focus on and urgently complete tasks and projects, submit for appraisal and approval according to the provisions of the Law on Urban and Rural Planning and current guiding documents, as a basis for implementing the next steps, speeding up the progress of the project to renovate and rebuild old apartment buildings according to the plan and projects of the Hanoi People's Committee.

Currently, the Hanoi People's Committee has issued a project to renovate and rebuild old apartment buildings in the area and 6 plans to implement the project. Accordingly, it is divided into 4 phases, in which phase 1 prioritizes implementation for 10 apartment buildings (including Giang Vo collective housing area).

To speed up the renovation and reconstruction of apartment buildings, the Steering Committee for the renovation and reconstruction of old apartment buildings in the city and the Hanoi People's Committee have regularly paid attention and closely directed; the city's departments and branches have actively guided districts (now communes and wards) in the implementation.

The Department of Construction - the Standing Agency of the Steering Committee has regularly urged the People's Committees of districts (now the People's Committees of communes and wards) to speed up the implementation progress; the People's Committees of districts, before the arrangement of 2-level government, established local Steering Committees and issued plans to implement the assigned tasks; some People's Committees of districts, have been allocated capital, have been selecting contractors to organize inspections and make plans.

From the end of 2024 until now, in order to drastically speed up the implementation progress, Vice Chairman of Hanoi People's Committee Duong Duc Tuan has directed many meetings to review the tasks and detailed planning projects of 1/500 scale to renovate old apartments in the districts (including Ba Dinh district before the arrangement) and has issued notices of direction, assignment of tasks, and detailed progress.

Regarding the task of establishing, appraising, and approving the detailed 1/500 planning for renovating and rebuilding old apartment buildings in the city, the City People's Committee is assigning the Commune People's Committee and the Department of Planning and Architecture to carry out.

Rebuilding old apartment buildings and collective housing areas in Ngoc Ha ward

Regarding the plan to renovate and rebuild old apartment buildings and collective housing areas in Ngoc Ha ward, the Hanoi People's Committee said that up to now, the People's Committee of Ngoc Ha ward has approved the Decision assigning the task to the Investment Project Management Board - Infrastructure of Ngoc Ha ward to continue to carry out the quality inspection of old apartment buildings; Organize the establishment of a detailed plan for the area of reconstruction, construction and renovation of the old apartment building of Lieu Giai (Collective housing area in Van Phuc - Van Bao street area - lane 260 Doi Can street, old Lieu Giai ward); Master plan of apartment groups and single apartment buildings in Ngoc Ha ward.

Regarding the old apartment building at 19-23 Lieu Giai, the People's Committee of Ba Dinh District previously approved the detailed planning project according to the shortened process (process of preparing the Master Plan) in Decision No. 1590/QD-UBND dated June 24, 2025.

Ngoc Ha Ward People's Committee has directed the Construction - Infrastructure Investment Project Management Board to review and synthesize opinions from departments and branches to complete the content of the Plan to renovate and rebuild apartment buildings in accordance with regulations.
