Binh Phuoc considers Son Hai Group's proposal to re-evaluate bidding - Lang Son Newspaper and Radio and Television Station

On May 28, answering a reporter from Vietnam News Agency in Binh Phuoc, Mr. Pham Van Trinh, Chief of Office of the People's Committee of Binh Phuoc province, said that the People's Committee of the province had received a petition from Son Hai Group regarding the bidding package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project, including a petition to re-evaluate the bid.

According to the Chief of Office of the People's Committee of Binh Phuoc province, regarding the proposal to re-evaluate the bid of Son Hai Group, currently relevant departments and branches are advising the People's Committee of Binh Phuoc province to handle and respond, on the basis of compliance with legal regulations.

Previously, Son Hai Group sent an official document to the People's Committee of Binh Phuoc province, requesting to reflect on signs of illegal bidding, causing great waste and loss to the state in the Ho Chi Minh City-Thu Dau Mot-Chon Thanh Expressway Project.

According to the document of Son Hai Group, this unit believes that the investor's selection of contractors is not in accordance with E-HSMT (bidding documents for open bidding online, restricted bidding online, competitive bidding online) and legal regulations on bidding, affecting the company's interests and reputation and causing waste to the state budget.

Therefore, Son Hai Group proposes that the People's Committee of Binh Phuoc province inspect and review the capacity of the members of the E-HSDT evaluation expert team (bidding documents for open bidding online, restricted bidding online, proposal documents for competitive bidding online); establish an interdisciplinary expert team, independent of the investor and the bidding party to re-evaluate E-HSDT, ensuring that the bidding goal is competition, fairness, transparency and economic efficiency; establish an independent interdisciplinary expert team to re-evaluate bids to ensure transparency.

“In addition to sending a petition to the competent authority, we will send a document to higher authorities to report the incident,” the document from Son Hai Group stated.

As reported, previously, Son Hai Group sent a document to the Binh Phuoc Province Investment and Construction Project Management Board protesting the results of the contractor selection related to the construction package of the Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway, the section passing through Binh Phuoc province.

At the same time, propose to the People's Committee of Binh Phuoc province for consideration and settlement according to the provisions of the Law on Bidding.

Notably, the bid price of Son Hai Group (nearly 732.3 billion VND), saving more than 148.4 billion VND for the State, was rejected.

The bidding price of the Ho Chi Minh City-Thu Dau Mot-Chon Thanh Expressway Joint Venture (over 866.4 billion VND), saving over 14.2 billion VND, won the bid./.
