In 2024, the Provincial Military Command and units stationed in the area have synchronously deployed measures, successfully completed the tasks of responding to incidents, natural disasters and search and rescue according to the PCTT-TKCN Plan for the period 2023-2028 and the tasks signed in the 2024 coordination plan. Notably, they proactively advised local Party committees and authorities at all levels and directly participated in preventing, combating and overcoming the consequences of storm No. 3 according to the 4-on-the-spot motto, which was highly appreciated by all levels, sectors and local people. In addition, agencies and units have done a good job of preparing forces, supplementing facilities; training, practicing and rehearsing to ensure closeness to local reality; proactively ready to mobilize forces to participate in PCTT-TKCN when required according to the coordination plan.

According to the National Center for Hydro-Meteorological Forecasting, the weather and climate situation in 2025 will continue to be extreme, complex and unpredictable. It is forecasted that there will be about 11-13 storms and tropical depressions in the East Sea, of which 5-6 storms will directly affect the mainland, the risk of strong storms of level 12 or higher is still high... On that basis, the Provincial Military Command has identified key areas for natural disaster prevention, control and search and rescue, including important dikes and dams such as: Ha Nam Island Dike (Quang Yen Town), Kinh Thay River Dike (Dong Trieu), Yen Lap Dam (Ha Long City), Truc Bai Son Lake (Hai Ha District)... Areas at risk of flooding, landslides, flash floods, explosions, forest fires; key works at risk of collapse; coastal areas with high potential for fishermen to be in distress, residential areas that are easily isolated in case of natural disasters due to complex terrain... in localities in the province.

Delegates discussed and contributed many ideas to perfect specific plans for situations, ensuring readiness to mobilize human resources and means to closely coordinate timely and effective handling, with the highest determination to ensure the safety of people's lives and property, and the State's property. In particular, it is necessary to promote lessons learned from the coordination process to overcome the consequences of storm No. 3 in ensuring communications; supporting the electricity sector to restore the power grid; adding safe storm shelters...
