Representatives of the Traffic Police Department (CSGT), Ho Chi Minh City Police (CATP) acknowledged that the implementation aims to simplify administrative procedures, cut costs and time for people, especially no longer having to make a notarized vehicle transfer contract as before.
The transaction will be carried out entirely online through a VNeID level 2 electronic identification account. To apply this new utility, people need to perform 4 steps. In which, the vehicle owner (seller) logs into the Ministry of Public Security's Public Service Portal with a VNeID level 2 account, selects the vehicle ownership transfer utility to declare information (including vehicle information, buyer and co-owners if any). The system will check the information and move to the next step if valid.
After valid confirmation, the Public Service Portal sends the transaction information to the VNeID of the parties involved for confirmation. If after 30 days one of the individuals has not confirmed, the transaction will be canceled.

Next, the system will send information to the authorities to carry out the vehicle repossession procedure and send data to the electronic tax system as a basis for collecting registration fees. In the final step, the buyer fulfills the obligation to pay the registration fee, declare information and carry out the vehicle transfer procedure. The data from the previous steps will be reused, no need to re-declare. The results are sent to the Public Service Portal to notify the buyer of the completion of the transfer.
Conditions for online vehicle ownership transfer transactions for vehicle owners (sellers), co-owners and buyers must be individuals, have a level 2 VNeID account and have a permanent address in Ho Chi Minh City. The authorities do not accept proxy declarations, it is mandatory to do it on behalf of the owner.
If the vehicle owner is married, the transaction must be confirmed with the VNeID of both husband and wife, as prescribed in Clause 2, Article 25 of the 2014 Law on Marriage and Family. Citizens need to proactively update their full marital status on the National Population Database and ensure that their personal data is “correct, complete, clean, and alive”. The Traffic Police Department encourages local people to actively access this new transaction method to save time, costs, and limit cumbersome procedures in the vehicle registration process.
