
On October 10, Deputy Minister of Industry and Trade Truong Thanh Hoai had a working session with the People's Committee of Dak Nong province on the results of implementing Conclusion No. 31 of the Politburo on the development orientation of the bauxite - alumina - aluminum industry, period up to 2030, vision to 2045.
Receiving and working with the delegation were comrades: Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Van Chien, member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Le Trong Yen, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi informed that, regarding the bauxite planning of Dak Nong, although there are still difficulties related to resources, there are now directions to resolve them.
For now, the Ministry of Natural Resources and Environment has issued an official document announcing 40 projects currently under the jurisdiction of Dak Nong. However, Dak Nong must carry out a number of tasks such as: assessing and exploring actual reserves; when implementing projects, there must be a protection plan... The province will resolutely and focus on implementing these contents well.

The Chairman of the Provincial People's Committee shared that the Committee for Science, Technology and Environment also sympathized with Dak Nong on this issue. The Standing Committee of the National Assembly concluded that this is a matter that needs to be studied to amend the Law on Geology and Minerals in the next session.
“In the past, Dak Nong has been very timid in implementing this issue. I hope the Ministry of Industry and Trade will continue to share with the province, so that this law will be passed smoothly. The province will also have a specific proposal to the Ministry of Industry and Trade on this issue,” said Chairman of the Provincial People's Committee Ho Van Muoi.

After more than 2 years of implementing the conclusions of the Politburo and the Government's Action Program, Dak Nong has directed to promptly remove and resolve difficulties and problems related to the production activities of Dak Nong Aluminum Company - TKV.
The province also coordinated with central ministries and branches to promptly report and propose to the Prime Minister to direct the consistent implementation of mechanisms and policies applicable to the Aluminum Electrolysis Project. At the same time, Dak Nong participated in the process of establishing, appraising and submitting to the Prime Minister for approval the national mineral planning, especially related to the planning of bauxite complexes in the province.

Dak Nong also directed the review and update of mining industry projects, especially bauxite mining, alumina production, aluminum electrolysis and renewable energy power into the Dak Nong Provincial Planning for the period 2021 - 2030, with a vision to 2050, and approved by the Prime Minister.
The province has approved the policy of researching, surveying and investing in bauxite - alumina - aluminum complexes according to the approved plan. Up to now, a number of investors have completed the investment opportunity research report and proposed investment policies for the complexes.

Specifically: Viet Phuong Investment Group Joint Stock Company (Dak Nong cluster 2), TH Group Joint Stock Company and Dong Bac Corporation (Dak Nong cluster 3); Duc Giang Chemical Group Joint Stock Company (Dak Nong cluster 4).
The locality has proposed that the Central Government have specific mechanisms and policies, as well as prioritize resources to build Dak Nong into an industrial center for mining and processing bauxite - alumina - aluminum...

Concluding the meeting, Deputy Minister of Industry and Trade Truong Thanh Hoai emphasized that Dak Nong’s bauxite projects are not being implemented as expected and are still in a state of confusion. Bauxite has great potential, but on the contrary, there are many difficulties hindering Dak Nong in the development process.
Mr. Hoai informed that if Dak Nong is put into a restricted mineral exploitation area, it can still carry out construction works. Because, once the Ministry of Natural Resources and Environment determines the restricted area and the investment projects have coordinates, it only needs to be approved once to be allowed to build the works, very easily.
Deputy Minister of Industry and Trade Truong Thanh Hoai shared: “Dak Nong should hire a consulting unit to carry out this work. Thus, the overlapping projects, after being permitted in principle, only need to be placed in the restricted mineral activities area to be able to be implemented.”

In the upcoming summary of Conclusion 31 of the Politburo, the Ministry of Industry and Trade will include these contents for clarification. The Ministry of Industry and Trade fully supports Dak Nong in removing obstacles when developing projects related to the bauxite-alumina-aluminum industry.
