Seriously implement fire prevention work
Reporting at the conference, Mr. Trinh Van Thuan, Deputy Director of the Department of Industrial Safety Techniques and Environment ( Ministry of Industry and Trade ) said that implementing Directive 47-CT/TW dated June 25, 2015 of the Secretariat and Directive No. 19/CT-TTg dated June 24, 2024 of the Prime Minister on Fire Prevention and Fighting (PCCC) and Official Dispatch 1837/BCA-V01 dated May 6, 2025 of the Ministry of Public Security on coordination in implementing inspections of fire prevention and fighting and rescue (CNCH), the Ministry of Industry and Trade has made efforts in implementation and achieved certain results.

Specifically, regarding the fire and explosion situation related to the sectors and fields directed and monitored by ministries and branches, after 10 years of strictly implementing Directive 47-CT/TW and Conclusion 02-KL/TW of the Secretariat on strengthening the Party's leadership in fire prevention and fighting, units under the Industry and Trade sector have effectively organized and made positive changes in fire prevention and fighting and search and rescue work, thereby demonstrating the role, responsibility and awareness of compliance with fire prevention and fighting work, limiting the number of fire and explosion incidents and damage caused by fire and explosion, contributing to ensuring safety for production and business.
Although the number of fires and explosions has been limited, in the past 10 years, according to reports from Corporations, General Companies, and units of the Industry and Trade sector, there have been 92 fires and explosions, with estimated damage of nearly 5.4 billion VND.
Regarding the organization of dissemination, dissemination, issuance of documents to deploy and monitor the guidance and urging of the implementation of Directive 47-CT/TW and Conclusion 02-KL/TW, Mr. Thuan said that every year, the Party Executive Committee of the Ministry of Industry and Trade (formerly), the Party Committee of the Ministry and the collective leadership of the Ministry of Industry and Trade always pay attention to the leadership and direction of the agencies and units under the Ministry, the Party committees at all levels directly under the Party Committee of the Ministry to seriously carry out the work of Party building, propaganda, political and ideological education, dissemination, dissemination and strict and effective implementation of the resolutions and directives of the Party and the State.

In addition, coordination with the Ministry of Public Security is focused on implementing the Ministry of Public Security's regulations on fire prevention and fighting. Participating in the development of the Fire Prevention and Fighting and Rescue Law; giving comments on legal documents, standards and technical regulations chaired and issued by the Ministry of Public Security; coordinating in the work of inter-sectoral guidance and inspection on safety, fire prevention and fighting and rescue.
The Ministry of Industry and Trade has also promptly issued documents to disseminate, plan, and direct units in the industry to implement Directive 47-CT/TW and Conclusion 02-KL/TW.
Strengthening direction on fire prevention and fighting and search and rescue
At the conference, on behalf of the Inspection Delegation, Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, commended and highly appreciated the results achieved by the Ministry of Industry and Trade in implementing Directive 47-CT/TW, Conclusion 02-KL/TW and Directive 19/CT-TTg related to the Ministry's fire prevention and fighting and rescue work in the past time.
The Deputy Minister also requested the Ministry and its affiliated units to promote the achieved results; continue to evaluate and propose solutions to overcome the shortcomings pointed out by the Inspection Team to continue to perform well the assigned tasks in fire prevention and fighting and rescue work.

Speaking at the conference, Lieutenant General Nguyen Tuan Anh, Director of the Fire Prevention and Rescue Police Department, said that the Department will provide maximum support to the Ministry of Industry and Trade. In particular, when there is a document from the Ministry of Industry and Trade requesting and implementing a topic, the Department will have someone to guide and train human resources; provide professional support, as well as maximum support for the Ministry of Industry and Trade to perform well the assigned management tasks.

Speaking at the conference, Deputy Minister Nguyen Sinh Nhat Tan thanked Deputy Minister Le Van Tuyen - Head of the inspection team and members of the inspection team for their objective assessment, acknowledging the work that the Ministry of Industry and Trade has done and the remaining issues that need to be implemented in the coming time.

According to the Deputy Minister, through the delegation's inspection, it can be seen that the implementation of Directive 47-CT/TW and Directive 19/CT-TTg on fire prevention and fighting work has been directed by the Party Committee (formerly) and the Party Committee of the Ministry of Industry and Trade in a consistent, systematic and effective manner. The delegation's assessment is a great encouragement for the implementation of fire prevention and fighting and rescue work in the coming time.
In addition, the Delegation also pointed out existing problems, especially the effective implementation of the Law on Fire Prevention and Fighting and Rescue, Decree 105/2025/ND-CP detailing a number of articles and measures to implement the Law on Fire Prevention and Fighting and Rescue.
Promoting the positive results achieved, so that fire prevention and fighting and search and rescue work can continue to be effectively implemented in the coming time, the Deputy Minister requested units in the Ministry to perform the following tasks:
Firstly, urgently have a specific plan to implement the requirements stated by the Inspection Team; continue to strengthen the leadership of the unit's Party Committee in organizing the implementation of Directive 47-CT/TW and Directive 19/CT-TTg.
Second, the Department of Industrial Safety Techniques and Environment proactively advises the Party Committee of the Ministry and the Ministry's leaders to issue specific instructions on the implementation of tasks assigned by the Ministry of Industry and Trade according to the Law on Fire Prevention and Fighting and Rescue, especially the regulation on "Appraising fire prevention and fighting designs; inspecting fire prevention and fighting acceptance work; coordinating with the Ministry of Public Security to regulate fire prevention and fighting means and equipment and technical solutions to improve fire prevention and fighting safety for works that do not meet fire prevention and fighting requirements under its management authority".
The Deputy Minister also recommended that the Ministry of Public Security strengthen training to improve the specialized capacity of specialized construction management agencies of ministries and branches, especially the Ministry of Industry and Trade, in appraising fire prevention and fighting designs and inspecting fire prevention and fighting acceptance work.
In the coming time, the Ministry of Industry and Trade will continue to complete the system of legal documents, review and supplement national technical regulations on safety of machinery, equipment, constructions and safety, fire prevention and fighting in areas with fire and explosion risks under its responsibility. |
