Affirming leadership capacity to carry out political tasks

Identifying the consolidation and improvement of the legal basis as the core factor, deciding the effectiveness and efficiency of the organization and operation of the State Audit (SA), in the 2020-2025 term, the Party Secretary and the State Auditor General issued 41 legal documents and 122 management documents based on review, amendment and supplementation to ensure compliance with new regulations of the Party and laws of the State, while ensuring practicality, suitability with the activities of the SA and selectively absorbing international experience, contributing to improving the quality and efficiency of audit work.

The documents have fully specified the Central's regulations on controlling power, preventing and combating corruption and negativity in inspection, supervision, and enforcement of party discipline and in inspection and auditing activities; controlling power and preventing and combating corruption and negativity in personnel work; rotating cadres; revolutionary ethical standards of cadres and party members in the new period...

Notable among these are the promulgation of the State Audit Standards System, the State Audit's Auditing Procedures, the Auditing Procedures for cases with signs of corruption, the Regulations on complaints, recommendations and lawsuits in State Audit activities...

During the term, the State Audit Party Committee is determined to comprehensively innovate auditing activities - an important political task of the Industry to suit the practical context, especially closely linked with the development pillars identified in the State Audit Development Strategy to 2030.

With the motto " Quality , better quality and more quality" , the Party Executive Committee, the Party Committee and the State Auditor General have led strong innovation in building the Audit Plan (APA); organizing audit implementation; controlling audit quality; publicizing audit results; implementing audit conclusions and recommendations.

Annual and medium-term science and technology have closely followed the major orientations of the Party and State, topics and fields that are prone to negativity, corruption, waste and issues of public concern, meeting the audit objectives according to the full-term thematic resolution of the Party Committee of the State Audit.

As a result of the audit for the 2020-2025 period, the State Audit Office has recommended handling more than VND 281,800 billion in finance, recommended amending or abolishing 1,048 documents, contributing to plugging "loopholes" in mechanisms and policies, avoiding loss and waste; providing the National Assembly , the Government, and functional agencies with many practical recommendations, increasingly better meeting the information requirements for supervision activities, perfecting laws, and approving the State budget settlement of the National Assembly, People's Councils at all levels, and the management and operation activities of the Government and People's Committees at all levels.

Along with fundamentally resolving the overlapping and duplication in inspection, examination and auditing activities; the audit organization plan is increasingly scientific and rigorous. The audit organization is also flexibly managed, adapting to actual developments.

In particular, the task of presenting the State Audit Office's opinions on investment policies for important national projects, on the State budget estimates and the annual allocation plan for the central budget has been carried out in a methodical and quality manner. This is also the first term that the State Audit Office has attended the session explaining the implementation of audit conclusions and recommendations, and the State Auditor General has answered questions at the National Assembly session.

The results showed that many contents on the organization and operation of the State Audit were of interest to voters and the way the answers were focused and provided important contents of the State Audit was highly appreciated by the National Assembly Chairman, National Assembly deputies and voters nationwide.

During the term, the work of recruiting, training, planning, appointing, and rotating cadres has ensured democracy, unity, prudence, transparency, and compliance with principles and procedures. This has gradually improved the organizational structure, built a team of young, qualified and capable cadres, and built the image of a "fair, upright, skillful, and bright-minded" State Audit civil servant, aiming for a "professional, responsible, dynamic, transparent, and effective" civil service.

The State Audit Party Committee has also strengthened its leadership of international cooperation activities in both breadth and depth. The State Audit has successfully fulfilled its role as a member of the ASOSAI Executive Board for the 2015-2024 term, and as ASOSAI President for the 2018-2021 term; successfully organized the 15th ASOSAI Congress, transferred the role of ASOSAI President to SAI Thailand; and successfully ran for the position of member of the ASOSAI Audit Committee for the 2024-2027 term.

Promoting its role as an important and effective tool of the Party and State in inspecting and controlling the management and use of public finance and assets, the State Audit Party Committee enters the 2025-2030 term with the determination, unity and consensus of all Party committees and Party members in the entire Party Committee.

Accordingly, the State Audit Party Committee focuses on leading the enhancement of IT application and digital transformation, including investment, upgrading, and expansion of IT infrastructure to ensure stable operation, fast data processing, and meet the requirements of computing performance for deployment and application of artificial intelligence to support management activities, especially auditing activities.

Manage audit subject information on a big data platform, and have the ability to connect and exchange data with national databases and specialized databases according to legal documents and the progress of building the Government's and ministries' databases.

At the same time, focus on perfecting the legal framework on the organization and operation mechanism of the State Audit, focusing on enhancing the role, quality, effectiveness and efficiency in auditing activities; enhancing publicity and transparency in public finance management, public assets, power control, and anti-corruption.
