The Government sent to the National Assembly a report on the reception, explanation and revision of the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.
Notably, the draft Resolution after being accepted has adjusted the housing conditions to enjoy social housing support policies (Article 9).
The content related to the fact that after the merger, officials and civil servants who work 30km or more away from home will enjoy social housing support policies received much discussion from National Assembly delegates.
In the report on acceptance and explanation, the Government said that there were opinions raising the issue of the unreasonable distance from home to work because work is often not fixed. Social housing needs to be linked to family needs, so the shortest distance from home to a social housing project should be 30km or more.
There is also a proposal to remove the 30km distance regulation when buying social housing, replacing it with flexible regulations on distance or commuting time; considering actual circumstances.
Some delegates proposed that the Provincial People's Committee should specify housing conditions for those who have their own house but are far from their workplace. At the same time, it should clearly stipulate the conditions for receiving social housing, a transparent and digital review mechanism, and assign responsibility to localities to verify the list of beneficiaries.
Many other delegates suggested expanding the conditions for receiving social housing, giving priority to workers with stable jobs in localities lacking projects, and allowing them to buy/rent social housing elsewhere if confirmed by the agency.
According to the delegate, the Government assigned the Chairman of the Provincial People's Committee to make appropriate regulations for each region. Clause 2 needs to be re-examined, shortening the distance to make it more convenient for workers, referring to international experience (for example 5-10km). In Hanoi and Ho Chi Minh City, the distance needs to be reconsidered due to traffic jams.
In response to the opinions of National Assembly deputies, the Government revised the draft Resolution in the direction of basing on the actual conditions of the locality, the Provincial People's Committee specifically stipulates the housing conditions to enjoy social housing support policies for cases where the house is owned but far from the workplace.
Another issue that many delegates are interested in is the establishment of the National Housing Fund (Article 4). The Government said that many opinions agreed and requested clarification of the Fund's operating model, legal status, functions, tasks, and operating principles.
Delegates proposed clarifying the relationship with similar funds; revenue sources, expenditure tasks, avoiding duplication with the budget; financial mechanism for socialized capital; criteria for capital allocation, supervision, accountability; management agencies, financial transparency and independent supervision; criteria for selecting priority projects.
Receiving comments on the legal status and organizational model of the Fund, the Government revised the draft Resolution in the direction that the National Housing Fund is a non-budgetary state financial fund with legal status and operates not for profit. The National Housing Fund includes the Central Housing Fund established by the Government and the Local Housing Fund established by the Provincial People's Committee.
The Government also accepted and adjusted the regulations on the establishment objectives and expenditure tasks in the direction of the National Housing Fund to invest in the construction of social housing, invest in the construction of technical infrastructure, social infrastructure of social housing construction investment projects, create social housing, housing for officials, civil servants, public employees, and workers to rent.
At the same time, the contents of the expenditure tasks, scale... of the fund will be clarified in the Decree detailing this resolution to ensure that the expenditure tasks are consistent with the establishment and operation goals of the Fund.
The Government also revised the regulations on the capital sources of the National Housing Fund, including the State budget, money from land funds for investment in technical infrastructure for social housing construction, money from selling public housing, money from land auctions, voluntary support sources at home and abroad, and other legal sources. The Government will clarify and specify the details of the arrangement of this capital source.
According to the agenda, on the afternoon of May 29, the National Assembly will vote to approve a pilot resolution on a number of specific mechanisms and policies for social housing development.
