At the bridge point of the Ministry of Education and Training headquarters, there were leaders of many departments/bureaus, representatives of units under/directly under the Ministry of Education and Training . The conference was also connected online to a number of universities and colleges across the country.
Sharing at the conference, delegates from various units exchanged and discussed the difficulties in completing the state budget estimate report for 2026. At the same time, they proposed to the leaders of the Ministry of Education and Training and the Department of Financial Planning (KHTC) some solutions to remove the difficulties they are facing.

After listening to many opinions, Deputy Minister Le Tan Dung highly appreciated the working spirit of the Department of Financial Planning (KHTC) and units that have strictly implemented the provisions of the law on finance and budget; complied with the direction and guidance of the Ministry of Education and Training; actively organized the implementation and disbursement of capital sources according to regulations.
Heads of units have paid more attention to financial management. However, there are still some limitations in the work of building estimates such as late submission of reports, incomplete records, information, and reporting data...
In the coming time, Deputy Minister Le Tan Dung requested heads of units to learn from experience and have solutions to overcome limitations, meet management requirements, and save expenses to strictly implement the Party's guidelines and policies, legal regulations, and directions of the Prime Minister on practicing thrift and combating waste, contributing to further improving the efficiency of using the State budget.

Strictly implement Directive No. 14 dated May 28, 2025 of the Prime Minister on developing the socio-economic development plan and the State budget estimate for 2026; Circular No. 56 dated June 25, 2025 of the Ministry of Finance guiding the development of the State budget estimate for 2026 and the three-year financial - State budget plan for 2026-2028.
Ensure adequate funding for the regime and policies of students and civil servants such as funding for tuition and living expenses and support for living expenses for pedagogical students; funding for tuition exemption and reduction; funding for supporting study costs; funding for streamlining staff, etc.

Regarding investment expenditure, Deputy Minister Le Tan Dung requested units to carefully study the Law amending and supplementing a number of articles of the Law on Bidding, the Law on Investment under the public-private partnership model, the Customs Law, the Law on Value Added Tax, the Law on Export Tax and Import Tax, the Investment Law, the Law on Public Investment, the Law on Management and Use of Public Assets (Law No. 90/2025/QH15 promulgated by the National Assembly on June 25, 2025, effective from July 1, 2025) to comply with regulations.
Regarding the legal revenue sources of the units for investment, it is recommended that the units comply with the procedures and authorities prescribed in Article 62 of the Law on Public Investment and related regulations.
Deputy Minister Le Tan Dung requested units to strictly implement the Prime Minister's Official Dispatch 104 dated July 6, 2025, focusing on developing a medium-term public investment plan for the 2026-2030 period; allocating concentrated capital, focusing on key areas, resolutely not spreading out. Actively deploy investment preparation work for important national projects, key projects to be implemented in the 2026-2030 period.
Based on the assigned goals, functions, tasks, and authority, units must have high determination, great efforts, and drastic actions. At the same time, assign specific tasks to related units in the spirit of 6 clear: Clear people, clear work, clear time, clear authority, clear responsibility, clear products. Proactively handle work and remove difficulties according to functions and tasks.
