This is one of the key tasks identified by the Ministry of Education and Training for the 2025-2026 school year, aiming to promote digital transformation in higher education and enhance transparency and convenience in diploma management.
Preparing to deploy digital diplomas towards transparency and convenience
The Ministry of Education and Training said it will continue to effectively implement tasks of applying information technology and digital transformation under the Prime Minister's direction, including two key tasks: piloting the digital university education model and building a system of digital diplomas and certificates.
According to the ministry, the implementation of electronic and digital diplomas is an important step in the digital transformation roadmap of the education sector. Educational institutions will prepare complete data to serve the issuance of digital diplomas, connect with the national population database, ensure information about diploma holders is accurate and easy to look up when necessary.
By applying technology to the management of diplomas and certificates, the ministry hopes to not only create convenience for learners, but also minimize the risk of using fake diplomas. This also contributes significantly to resolving administrative procedures more quickly and accurately.
To effectively deploy the electronic diploma and certificate system, the Ministry of Education and Training will fully prepare the necessary conditions in terms of both technology infrastructure and data.
Educational institutions are required to update and standardize learner information according to the original diploma book, and at the same time add personal identification numbers to connect with the national population database, serving the settlement of administrative procedures related to diplomas and certificates.

Hanoi University of Science and Technology is a pioneer with modern technological solutions, with features equivalent to the systems of prestigious universities such as Stanford or Harvard (USA).
The digital diploma issuance software here not only supports the specialized digital signature of the Government Cipher Committee, but also integrates the public digital signature of providers such as Viettel, VNPT, MISA. The diplomas and certificates after being issued can be authenticated via QR code, certification code, helping users easily check the authenticity.
Along with that, member schools of Ho Chi Minh City National University have also completed updating diploma data to the ministry's shared system and simultaneously built a separate lookup website for undergraduate and graduate degrees.
Associate Professor Dr. Bui Hoai Thang - Head of Training Department of University of Technology (Ho Chi Minh City National University) - said that the school has started digitizing data on diplomas and certificates since 2001 for the full-time university system. In the coming time, the school will continue to digitize all data from previous stages to serve the search and verification work more conveniently and quickly.
According to Mr. Thang, digital diplomas and certificates are an inevitable trend, requiring a clear legal corridor and a unified management and lookup system. Training institutions need to proactively prepare infrastructure to issue and manage electronic diplomas.
Although paper diplomas still have symbolic meaning and will not be eliminated, "When submitting documents, it is necessary to allow the use of digital diplomas to replace paper ones in administrative procedures," Mr. Thang emphasized.
