Accordingly, the Plan is issued to concretize and fully implement the viewpoints, goals, tasks and solutions set out in No. 03/NQ-CP dated January 9, 2025 of the Government promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
Identify specific tasks for units under the organization to synchronously and effectively implement Resolution No. 03/NQ-CP, realizing the goal of making science, technology, innovation and national digital transformation the top important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the economy - society, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.
The plan sets out 05 tasks, including: Raising awareness, making breakthroughs in innovative thinking, determining strong political determination, resolutely leading and directing, creating new impulses and new momentum in the whole society in developing science , technology, innovation and national digital transformation. Perfecting institutions; removing barriers that are hindering development; making institutions a competitive advantage in developing science, technology, innovation and digital transformation.
Increase investment and improve infrastructure for science, technology, innovation and national digital transformation. Promote digital transformation, application of science, technology and innovation in the activities of state management agencies in all fields, ensuring national defense and security. Strongly promote science, technology, innovation and digital transformation activities in enterprises.
In particular, the Plan sets out 02 groups of targets, the goal by 2030 is that the contribution rate of total factor productivity (TFP) to economic growth will be ≥ 55%; Attracting more leading technology organizations and enterprises in the world to set up headquarters, invest in research and production in Vietnam by 2030 ≥ 3 and by 2045 ≥ 5.
The plan also sets out 09 specific tasks to be presided over by units under the Ministry of Planning and Investment; and 14 specific tasks assigned to ministries and branches to preside over.
Pursuant to Resolution No. 03/NQ-CP and the assigned tasks in Appendix I, II, III, the units under the Ministry urgently concretize them into tasks in the annual work plans of the units.
Be responsible to the Minister for the implementation of Resolution No. 03/NQ-CP and the Action Plan within the scope of assigned fields, functions and tasks. Timely report to the Minister on any problems and difficulties in the implementation of the Action Plan and propose necessary measures.
At the same time, periodically report the implementation results to the Department of Science, Education, Natural Resources and Environment every 6 months before June 10 and before November 20 for synthesis and reporting to the Minister./.
