The Party Committees of 99 communes and wards have issued over 60,000 documents to lead and direct in all fields, focusing on the tasks of socio -economic development, strengthening national defense and security and building a strong political system, promulgating working regulations and work programs for the entire term, ensuring the principle of democratic centralism, clear responsibilities and clear authority; Party committees at all levels have seriously maintained the regular meeting regime.
The People's Councils of localities have held over 450 meetings to resolve important local issues; through these meetings, the People's Councils of localities have issued over 1,100 resolutions in the fields of socio-economy, budget, public investment, apparatus organization and national defense and security...

As the administrative level closest to the people, the new communes and wards have proactively innovated their working methods towards serving and putting people at the center. The capacity and service attitude of the communal-level cadres and civil servants have been gradually improved.
Many localities have proactively applied information technology to administrative activities, effectively deployed document management software, digital signatures, electronic "one-stop" software, provided full online public services and partial online public services. Thereby, enhancing professionalism and modernity in citizen reception and handling of records and administrative procedures of organizations and citizens.

The work of receiving and handling people's feedback and recommendations was carried out in accordance with regulations, contributing to strengthening people's trust and creating consensus with the local government. The People's Committees of communes and wards promptly issued decisions on working regulations and assigned tasks to members. The number of administrative documents issued by the People's Committees of communes and wards was very large, about 90,000 documents. The documents were deployed synchronously and promptly, creating order, improving the effectiveness of management and direction, contributing to strengthening solidarity, unity, and promoting the comprehensive leadership role of the Party Committee in the area.
Although many positive results have been achieved, the commune-level government has encountered certain difficulties in the initial stage of operation. According to reports from agencies and localities, as of September 20, Lao Cai province still lacks 240 party positions; 464 government positions. Another difficulty is that most localities have to reuse old commune headquarters, with cramped and degraded facilities; over 70% of communes and wards have requested the province to consider the policy of building new ones or allocating funds to repair commune People's Committee headquarters to ensure the area and working rooms meet work requirements.

Along with that, most of the existing computers and printers are old and often broken, directly affecting the quality and progress of document processing, especially in the context of promoting the application of information technology and digital transformation in the operations of local governments...
Mr. Dang Duy Hien - Secretary of the Van Chan Commune Party Committee shared: After a period of implementing the two-level local government model, the Commune Public Administration Service Center has received 761 records, the online rate reached over 92%, 100% of records were resolved on time; the satisfaction level of people and businesses reached 100%. However, the locality still lacks staff, some areas lack professional staff; infrastructure and equipment are still inadequate; people far from the administrative center have difficulty accessing public services.
Although the time is not long, it is enough to see that the two-level local government model in Lao Cai is on the right track: streamlined apparatus, more transparent administrative procedures, government closer to the people and for the people. To do well the task, the province is focusing on directing the purchase of assets, implementing projects from the capital of national target programs and other capital sources; providing detailed instructions on using the software of the social protection database information system, steps to receive documents from public services...

With the determination to reform and the spirit of taking people's satisfaction as a measure, Lao Cai can fully expect to build a two-level local government model that is increasingly modern and transparent.
