The above content is mentioned in the draft Decree on decentralization of State management tasks in the field of internal affairs, which is being consulted by the Ministry of Internal Affairs.

The purpose of issuing the draft Decree is to meet the direction requirements of the Government and the Prime Minister on implementing the Law on Government Organization and the Law on Local Government Organization and promptly promoting decentralization and delegation of power to a number of priority and urgent areas in the field of internal affairs for State management agencies at all levels and local governments.

Notably, according to the report of the Ministry of Home Affairs, the Government has delegated authority to the Provincial People's Committee to decide on the selection of commune-level localities in the province to specifically apply the regional minimum wage.

Specifically, the draft Decree amends Clause 2 and Clause 3, Article 3 of Decree 74/2024 of the Government regulating the minimum wage for employees working under labor contracts.

Accordingly, the draft Decree stipulates the list of regions I, II, III and IV as follows:

Region I and Region II, including: communes and wards of Hanoi city.

Region I, Region II and Region III, including: communes and wards of Ho Chi Minh City and Hai Phong City.

Region II, Region III and Region IV include: communes and wards in the provinces of Bac Ninh, Ninh Binh, Hung Yen, Phu Tho, Lao Cai, Thai Nguyen, Thanh Hoa, Nghe An, Quang Tri, Khanh Hoa, Lam Dong, Vinh Long, Dong Thap, An Giang, Ca Mau and the cities of Hue, Da Nang, Can Tho.

Region I, Region II, Region III and Region IV, including: communes and wards of Quang Ninh, Dong Nai and Tay Ninh provinces.

Region III and Region IV, including: communes and wards in the provinces of Tuyen Quang, Cao Bang, Dien Bien, Lai Chau, Son La, Lang Son, Ha Tinh, Quang Ngai, Gia Lai, Dak Lak.

"The provincial People's Committee shall, based on the specific socio-economic conditions of each commune and ward, select and decide to apply a specific regional minimum wage for each commune and ward; ensuring that the minimum wage in the locality of the grassroots administrative unit is not lower than the minimum wage corresponding to the locality prescribed annually by the Government," the draft Decree states.

The draft Decree also abolishes the Appendix issued with Decree No. 74/2024/ND-CP of the Government regulating the minimum wage for employees working under labor contracts.

According to Decree 74/2024, the monthly minimum wage and hourly minimum wage for employees working for employers by region are as follows:
