According to Mr. Vu Sy Kien, the Government is strongly directing relevant ministries and branches to promptly complete decrees implementing the Land Law to take effect at the same time as the National Assembly presses the button to implement the Land Law and the Real Estate Business Law...

In fact, the Ministry of Natural Resources and Environment did not draft the decree regulating land prices alone, but with the cooperation of many related ministries and branches, in which the Ministry of Natural Resources and Environment presided over the editorial team. In particular, the draft had the participation and discussion of many enterprises, the Ho Chi Minh City Real Estate Business Association... In the process of drafting the amendments to the Land Law, or the draft decree regulating land prices... The Ministry determined that it must be linked to reality, so the regulations tried to be implemented when issued.

"Therefore, when drafting the draft on land prices, we and the relevant departments were very concerned about what costs could be spent and what costs could be included. While prices are related to many things, they do not stand alone. To amend regulations on prices, we must amend related regulations on taxes, regulations on real estate business, investment, construction, environment... Or the same goes for notarization, certification, contracts, statistics... Regulations on statistics affect the number of inputs in land prices, especially when related to science and technology, changes in prices will certainly change," Mr. Kien explained and admitted that, in fact, there are still too many regulations that need to be amended. In the process of drafting the decree, the Ministry of Natural Resources and Environment really wants to complete it, be close to reality and have the Government soon issue the decree and put it into use because more than anyone else, the Ministry clearly understands that land is an important resource for socio-economic development.

"The draft decree regulating land prices is important and has great influence, but as experts say, this is an extremely difficult issue and every workshop has many different opinions, such as at this seminar, the opinions of the two economic experts are also different. However, these issues all start from the law, so we continue to receive opinions starting from amending the law and the decree...", Mr. Vu Sy Kien expressed his opinion and updated, up to now, the draft document has been submitted to the Government for comments twice, the most recent submission was on May 25, and on May 29, the drafting team continued to receive and submit a new version. "Now, following the Prime Minister 's direction, the draft is expected to be completed this June, with the expectation that after the decree is put into practice, obstacles will be limited, and land - a resource for social development - will soon be put into exploitation.
