Minister of Finance Ho Duc Phoc has signed and issued Directive No. 02/CT-BTC on promoting the rotation , transfer and change of working positions of civil servants and public employees of the Ministry of Finance.
Accordingly, Minister Ho Duc Phoc requested units to continue to disseminate and thoroughly understand to each civil servant and public employee under their management the regulations of the Party, State and Ministry of Finance on rotation, transfer and job position conversion.
Minister Ho Duc Phoc requested units to continue to disseminate and thoroughly understand to each civil servant and public employee under their management about the work of rotation, transfer, and job position change.
The Minister directed units to proactively innovate, develop plans, and implement rotation and job position conversion plans to ensure the principles of democracy, publicity, transparency, impartiality, science , rationality, and promote the responsibility and authority of unit leaders.
In addition, it is necessary to base on the job requirements, job positions, suitable to the qualifications and capacity of civil servants and public employees and training and development goals; ensure the stability, succession and development of the civil servant and public employee team, while improving the quality and efficiency of the agency and unit's operations.
The Directive clearly states that the subjects of rotation and transfer are leaders and managers in the planning of higher positions of agencies and organizations. Leaders and managers holding leadership positions at the department and bureau levels of ministries, leaders of general departments, leaders of department and bureau levels of general departments who have held leadership positions for more than 2 terms (8 years); leaders and managers who, according to regulations, are not allowed to be assigned to local people.
Regarding the scope of rotation, the Directive clearly states from one department or bureau to another department or bureau under a ministerial agency; from a department or bureau under a ministerial agency to a department or bureau under a general department and vice versa; from one department or bureau to another department or bureau under a general department; from a department or bureau under a general department to a local department and vice versa; from one department or bureau under a general department to another department or bureau under another general department; from one local department to another local department within the same general department or different general departments.
For 2023, Minister Ho Duc Phoc requested units to complete plans for rotation and transfer of leaders at the department level and above, submit them to competent authorities for consideration and approval before September 30, 2023; organize implementation and report implementation results before December 31, 2023.
For the remaining years, units need to complete the plan for rotation, mobilization, and job position conversion during the year and report the results of rotation, mobilization, and job position conversion of the previous year no later than March 31 of each year.
