Minister of Construction Tran Hong Minh worked with the province on the progress of the expressway project in the area.

On the afternoon of April 21, comrade Tran Hong Minh, member of the Party Central Committee, Minister of Construction, had a working session with the People's Committee of Cao Bang province and relevant units on the progress of the Dong Dang - Tra Linh expressway construction project.

At the meeting, Vice Chairman of the Provincial People's Committee Hoang Van Thach reported on the implementation of the Dong Dang - Tra Linh Expressway Construction Investment Project, Phase 1. According to the technical design documents, the route adjustment to date, 2 provinces: Cao Bang and Lang Son have handed over the site to the project enterprise for over 95% of the entire route length. There are 338 power line locations in Cao Bang province that need to be relocated. For medium and low voltage lines, the relocation part according to the FS documents has basically been completed, ensuring that it does not affect the highway construction progress. For high voltage lines, waiting for power cut to switch grids, the grid transfer does not affect the construction progress. The project enterprise and construction contractor mobilized personnel, machinery and equipment, and simultaneously deployed 71 construction teams including: 29 road construction teams, 40 bridge construction teams and 2 tunnel construction teams with a total of more than 1,000 machines and equipment, nearly 2,000 engineers and workers.

Along with that, the province is speeding up the progress of preparing the feasibility study report for phase 2; directing the consulting unit to prepare the investment policy for the expressway connecting to Cao Bang city and Ta Lung border gate, striving to complete and submit for appraisal and approval according to the set plan. At the same time, the province is proactively, actively, and closely coordinating with Bac Kan province and the Ho Chi Minh Road Project Management Board to complete the investment policy, pre-feasibility study report for the Bac Kan - Cao Bang Expressway Project and the Ho Chi Minh Road Upgrade Project from Cao Bang city to the Pac Bo National Special Relic Site, Truong Ha commune (Ha Quang) to submit to the competent authority for approval as soon as possible.

The province recommends: The Ministry of Construction continues to pay attention and consult with the Ministry of Finance to soon comment on the proposal of the Provincial People's Committee on the need for public investment plan using central budget capital for the period 2026 - 2030, implementing transport infrastructure projects so that the province can organize the implementation of the next steps.

Concluding the meeting, Minister of Construction Tran Hong Minh suggested that the province should resolve problems related to construction materials and dumping sites; speed up the construction of resettlement areas and relocation of infrastructure works at key locations, promptly hand over clean sites to construction units, limit legal procedures, and save budget related to site clearance issues. Speed ​​up the disbursement of allocated public investment capital.

To ensure technical clearance by the end of 2025, it is mandatory to clear the ground by June. For key locations, the project enterprise and contractors must work closely with the locality, think creatively about construction organization methods in all weather conditions, ensure labor safety, and progress must go with quality. For the 2 expressway routes connecting Cao Bang city - Ta Lung border gate, phase 2 of the Dong Dang - Tra Linh Expressway Project, the province is requested to actively deploy and complete the necessary procedures, ensuring strict compliance with regulations, meeting the schedule so that construction can start in 2025 as directed by the Prime Minister. At the same time, continue to coordinate, promptly complete procedures, promote the implementation of the Bac Kan - Cao Bang Expressway Project, contributing to creating a complete and synchronous traffic network, creating leverage for the province's socio-economic development in the coming time.
