Voters petition to remove obstacles in implementing the two-level government model

At the meeting, many voters reflected on issues related to the organization and operation of the two-level local government. Opinions focused on personnel work, culture and society, land management, etc.

Although the new model has initially stabilized. However, according to Ms. Tran Thi Kim Thoa, Head of the Party Building Committee of Nhu Thanh Commune, due to the large workload (taking over all commune-level tasks and most of the district-level tasks) while the staff is lacking, cadres have to take on many jobs, have little time to stay close to the grassroots, affecting work efficiency. Voters recommended considering adding staff or recruiting more civil servants; at the same time, proposing to establish more specialized departments to improve the quality of advice.

Regarding land, Mr. Dinh Xuan Duong, Head of the Commune Economic Department, pointed out the difficulty in determining the origin and time of land use due to the lack of specific guidance and unclear decentralization. He proposed to soon issue detailed regulations, and at the same time recommended adjusting the support policy when reclaiming garden land, ponds and residential land plots but not recognized as residential land, as well as supplementing regulations on compensation for assets on land.

Listening to voters' opinions, Vice Chairman of Thanh Hoa Provincial People's Committee Dau Thanh Tung explained issues under the province's authority.

The Vice Chairman of the province affirmed that all the reflections were correct, the main reason being that the 2-level government model was still new and incomplete. Regarding the proposal to supplement the payroll and establish more specialized departments, the province had been allocated specific payroll. In the immediate future, the Provincial People's Committee assigned the Department of Home Affairs to review, mobilize, and rotate appropriate staff; where there is a shortage of resources, examinations and recruitment will be organized according to the general guidelines of the whole province.

For mountainous communes lacking human resources, the province has mobilized 160 civil servants from localities with surplus staff and 15 professional staff from departments and branches to support, and at the same time continue to review to find further solutions. Other issues related to education , culture, land, policies, etc. have also been noted by the province and will have specific instructions in the coming time.

Speaking at the conference, Minister of Ethnic Minorities and Religions Dao Ngoc Dung shared, "We are meeting with voters in a new context, listening to opinions to see what major issues need attention, and preparing for the next session. This 10th session is considered a historic session, focusing on many important contents."

According to the Minister, at this session, the National Assembly will discuss and pass many laws and resolutions, but the focus will be on amending and supplementing outstanding issues, especially those related to the two-tier government model. The goal is to remove bottlenecks and facilitate management and development. Therefore, voters' opinions play a key and very important role.

The Minister requested that the Office of the Provincial National Assembly Delegation take full notes. Any issues under the authority of the National Assembly must be reflected and discussed at the parliament.
