Submit to the National Assembly breakthrough mechanisms and policies for education development and people's health care

Continuing the meeting program, on the morning of November 17, the National Assembly listened to the Presentation and Verification Report on: the draft Law on National Reserves (amended); the draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; the draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

Effectively use all legal resources for national reserves

Presenting the Government's Proposal, Minister of Finance Nguyen Van Thang stated that the purpose of developing the National Reserve Law (amended) is to institutionalize the Party and State's policies and orientations; perfect the legal system in the field of national reserves; promote decentralization and delegation of power in building mechanisms, policies and laws, promote simplification of administrative procedures and application of science and technology, innovation and digital transformation; and effectively utilize all legal resources for national reserves.

The Draft Law consists of 6 Chapters and 35 Articles (31/66 Articles less than the current Law).

The revised and completed contents (including 29 Articles) focus on: Scope of regulation, subjects of application; national reserve objectives; explanation of terms; regulations on state management of national reserves; principles of management and use of national reserve goods; responsibilities of state management agencies; responsibilities of organizations and enterprises receiving storage contracts; state budget expenditure for national reserves; national reserve strategy; list of national reserve goods...

Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai - representative of the reviewing agency - said that the Committee agreed with the necessity of promulgating the Law on National Reserves (amended); requested the Government to direct the continued review of the scope of amendments, focusing on urgent and necessary contents and ensuring the quality of the draft Law.

Strategic reserves are an important content in the draft Law. The regulations, especially the regulations on management and use of reserves, have basically specified the strategic reserve objectives. However, to ensure feasibility, consistency and meet the requirements of strategic reserves in the new context, the review agency proposed that the Government direct relevant agencies to complete regulations on principles of strategic reserve management; State policies on strategic reserves; list of strategic reserves; strategic reserve levels; application of science and technology in strategic reserves; methods, tools and mechanisms for market regulation; strategic reserves for important resources and minerals.

Ensuring transparency in recruitment and mobilization of educational personnel

The Resolution stipulates a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development, allowing for different applications from the provisions of current laws within a defined scope, subjects and time limit; at the same time, it stipulates monitoring, evaluation and summary mechanisms to serve as a basis for future legalization. Based on Resolution No. 71-NQ/TW of the Politburo and implementation practices, the Ministry of Education and Training proposes a Resolution focusing on adjusting 6 key policy groups with direct impact and high feasibility, including: management and development of human resources in the education sector; programs, content and mechanisms for education development; digital transformation, science and technology and innovation; international integration; finance, incentives and investment.

Regulations aimed at institutionalizing the Party's guidelines and policies and the State's policies include: Group of policies on developing teaching staff, management staff and educational human resources; Group of policies on innovation of mechanisms, programs and education systems; Group of policies on science, technology and digital transformation in education; Group of policies on international cooperation and integration in education and training; Group of policies on finance, investment and resource incentives for education; Group of policies on organization and administration of the education system.

Institutionalizing Resolution 71-NQ/TW, the draft Resolution stipulates special and outstanding preferential policies for teachers and staff in educational institutions; grants authority to Department Directors in recruitment, transfer, and secondment to ensure unified management of human resources in the sector; at the same time, promulgates a mechanism to attract, promote, and develop high-quality human resources in teaching, research, and management.

The draft Resolution also stipulates a mechanism to ensure comprehensive autonomy for higher education and vocational education institutions; innovate preschool, general education, university and continuing education programs; organize the unified use of a set of textbooks nationwide; build an open and interconnected education system, promote lifelong learning and a learning society.

At the same time, the draft Resolution stipulates a mechanism to promote comprehensive digital transformation in management, teaching, learning, and accreditation; develop a smart education platform and a national education database; promote cooperation between the State - schools - enterprises in research, technology transfer, and development of high-quality human resources associated with science, technology, and innovation.

Notably, the draft Resolution stipulates transitional provisions on the organization of the education system; applying a unified set of textbooks; terminating the operation of the School Council in public educational institutions (except for schools with international agreements); implementing the model of Party Secretary concurrently being the head of the educational institution, ensuring unified leadership and administration and improving the effectiveness and efficiency of operations.

The National Assembly's Committee on Culture and Society agreed with the necessity, purpose and viewpoints of drafting the Resolution; and agreed with the Government's proposal to submit the Resolution to the National Assembly for promulgation according to shortened procedures.

Regarding the development of human resources in the education sector (Article 2), Point a, Clause 1 stipulates the authority of the Director of the Department of Education and Training in mobilizing, transferring, seconding, arranging, assigning, and changing job positions for teachers, educational institution managers, and staff in public educational institutions related to the scope of 2 or more commune-level administrative units is not strict, it can be understood as "2 communes" in the same province or belonging to 2 provinces. The Director of the Department of Education and Training of a province cannot exercise this authority over educational personnel of a locality belonging to another province. Therefore, the review agency recommends considering adjusting and clearly regulating in the direction between commune-level administrative units in the same province; at the same time, consider specifying the monitoring, inspection, and periodic reporting mechanism to ensure transparency and fairness in the recruitment, mobilization, and transfer of educational personnel, avoiding the risk of negativity and locality; Continue to research and regulate decentralization and authorization for public educational institutions in the province that meet the conditions and capacity to implement regulations to recruit and receive educational personnel.

Focus on improving the capacity of the health system

The National Assembly's Draft Resolution on a number of breakthrough mechanisms and policies for the work of protecting, caring for and improving people's health stipulates 6 groups of tasks including: Strongly innovating thinking and action in leadership, direction, and organization of the work of protecting, caring for and improving people's health; promptly perfecting institutions, focusing on improving the capacity of the health system, especially preventive medicine and grassroots health care, promoting the strengths of traditional medicine; improving medical ethics, developing quality and synchronous health human resources, meeting patient satisfaction and international integration. Along with that, promoting health financial reform and effectively and sustainably developing health insurance policies; making breakthroughs in science and technology development, innovation and comprehensive digital transformation in health care; promoting the development of private health care, mobilizing and effectively using all resources for health development.

Based on the review of current difficulties and shortcomings in the health sector, the draft Resolution is expected to focus on solving breakthrough and strategic issues to promptly institutionalize Resolution 72-NQ/TW of the Politburo and to develop the health sector. In particular, the group of policies on reducing health care costs for people: From 2026, free periodic health check-ups will be conducted at least once a year according to priority groups and roadmaps; free hospital fees at the basic level within the scope of health insurance benefits according to the roadmap, in accordance with the socio-economic development conditions of the country; allowing pilot implementation, diversifying health insurance packages, supplementary health insurance according to people's needs.

The Draft Resolution also stipulates: Group of policies on regimes, policies on salaries and allowances for medical staff; Group of policies on specialized training in the health sector; Group of policies and solutions on land, taxes, finance...

Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh agreed with the Government's proposal to submit to the National Assembly for promulgation of the Resolution according to the shortened procedures; requested the Government to continue to carefully review and explain each content in the tasks and solutions of Resolution No. 72 to clarify the basis and basis for selecting only specific tasks and solutions of Resolution No. 72 as in the draft Resolution.
