
Amending procedures for re-issuing operating licenses for Red Cross first aid stations and points
Draft Circular amending Article 7 - Procedures for re-issuing operating licenses for Red Cross first aid stations and points:
The Red Cross first aid station or point shall send a set of documents to the Department of Health as prescribed. Within 20 working days from the date of receiving a complete and valid dossier, the Department of Health must establish an appraisal team to organize the appraisal and have a record of appraisal according to the form prescribed in Appendix 3 of Circular No. 17/2014/TT-BYT. In case the dossier is not valid, the Department of Health shall issue a document guiding the Red Cross first aid station or point to complete the dossier.
The appraisal team is headed by the leader of the Department of Health or the Head of the medical professional department. Members include: representatives of the medical professional department - Department of Health, leaders of the regional hospital or regional medical center and heads of the commune, ward or special zone health stations where the first aid stations and points are located.
Within 10 working days from the date of issuance of the appraisal record, the Director of the Department of Health must issue an operating license to the Red Cross first aid station or point according to the form prescribed in Appendix No. 4 of Circular No. 17/2014/TT-BYT. In case the conditions for granting a license are not met, a written response must be given stating the reasons.
When changing the location, the Red Cross first aid station or point must ensure the operating conditions specified in Article 3 and Article 4 of Circular No. 17/2014/TT-BYT and report in writing on the change of location to the Department of Health for assessment of the operating conditions at the new location. After assessment according to the prescribed procedures, the Department of Health shall re-issue the operating license according to the new location.
In case the operating license of a Red Cross first aid station or point is lost, torn, or damaged, the Red Cross first aid station or point is responsible for submitting a request for reissuance of the operating license to the Department of Health according to the form prescribed in Appendix 2b of Circular No. 17/2014/TT-BYT. Within 20 days from the date of receipt of the request for reissuance of the Red Cross first aid station or point, the Department of Health is responsible for reissuing the operating license to the Red Cross first aid station or point.
In addition, the draft Circular also replaces the phrases "Red Cross Society at district level or higher" at Point d, Clause 1 and Point d, Clause 2, Article 8 with the phrase "Red Cross Society at provincial or municipal level or higher"; replaces the phrase "Red Cross Society at provincial or district level is responsible" at Clause 5, Article 11 with the phrase "Red Cross Society at provincial level is responsible"; replaces the phrase "in the province or district" at Point c, Clause 5, Article 11 with the phrase "in the province".
The Ministry of Health is seeking comments on this draft on the Ministry's Information Portal.
