Resolution 71-NQ/TW on strategic orientation for educational innovation

According to Minister of Education and Training Nguyen Kim Son, Resolution 71-NQ/TW is a document of strategic significance, not only for the education sector, but also for human development, human resources and the country's future in the new period.

Immediately after the General Secretary signed and issued Resolution 71-NQ/TW (August 22, 2025), the Education and Training sector proactively and urgently implemented many specific activities. Along with the national dissemination conference organized by the Central Committee, the Central Propaganda and Education Commission and the Central Mass Mobilization Commission held a large-scale conference to deploy the resolution.

On the Education sector side, from conferences summarizing the school year, deploying tasks for the new school year to specialized conferences on higher education, vocational education, etc., the content of Resolution 71-NQ/TW is integrated, disseminated and specified in each action program of the sector.

On the morning of November 17, the Minister of Education and Training, authorized by the Prime Minister, presented the Report on the draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development. Delegates then discussed this issue in groups.

Minister of Education and Training Nguyen Kim Son informed that the Party Committee of the Ministry of Education and Training advised the Government Party Committee to issue Action Plan No. 281, clearly defining the tasks of ministries, branches, central and local levels. Along with that, the Party Committee of the Ministry and the Minister of Education and Training also issued their own programs and action plans, demonstrating a proactive spirit, concretizing the requirements of the resolution with practical steps.

Minister Nguyen Kim Son stated the General Secretary's direction with three words "human": Human, human resources, human talent, considering this as the axis throughout human development and preparing high-quality human resources for the new era, especially in the context of increasingly fierce global competition.

According to the Minister, the process of building Resolution 71-NQ/TW was directly directed by the General Secretary, requiring the demonstration of three major factors: Action, practicality and feasibility. The core guiding ideology of the Resolution is condensed into three keywords: Modernity - Quality - Fairness and the implementation perspective is thoroughly understood in three words: Resolute - Fast - Effective. These are nine keywords that demonstrate the spirit of innovation, action and responsibility of the entire industry in the coming period.

The head of the Education sector said that in order for the Resolution to quickly come into practice, the entire sector needs to focus on implementing it in the coming time as follows:

Firstly, regarding the institutionalization of the contents of the Resolution, it is expected that from January 1, 2026, the projects: Law amending and supplementing a number of articles of the Law on Education, Law on Higher Education (amended), Law on Vocational Education (amended) after being passed and the Law on Teachers will come into effect, along with a series of decrees and guiding circulars issued. At that time, the entire institutional foundation of the Education and Training sector will be comprehensively renewed. The Minister requested educational institutions and affiliated units to carefully study, learn and seriously implement the new laws, ensuring correct and complete implementation, avoiding errors, overlaps or omissions of regulations.

Second, reorganize the network of educational institutions in the entire system, from universities, vocational education to general education. The reorganization aims to strengthen, invest more focused, key, and effective for educational institutions. The Ministry is submitting to the Prime Minister for opinions to have a unified direction in organizing and reorganizing the network. During the implementation process, the Minister noted that localities and Directors of Departments of Education and Training need to implement flexibly, in accordance with reality, and avoid doing it mechanically.

As for the "vocational secondary school" model, it is a supplementary model, not a replacement for vocational education centers and continuing education centers, because the training goals and subjects of these two types are different.

Third, regarding the organization and personnel in public higher education and vocational training institutions. Implementing the policy of Resolution 71-NQ/TW, from now until early 2026, public higher education and vocational training institutions will deploy the model of Party Secretary concurrently being the head of the educational institution. This arrangement plan will be submitted by the Ministry of Education and Training to the Politburo and the Secretariat, in coordination with the Central Organizing Committee for approval; it is expected to be implemented from early December 2025, ensuring that when the new laws come into effect, the apparatus operates stably and smoothly.

When the Law amending and supplementing a number of articles of the Law on Education, the Law on Higher Education and the Law on Vocational Education (amended) comes into effect, the current activities of the school council will end; accordingly, the chairman, vice chairman of the school council, principal or director (elected according to the term of the school council) will also complete their duties. To ensure a stable transition period, the principals and directors will continue to manage the activities until a new decision is made, to ensure the apparatus moves smoothly and without interruption to the new model.

According to the new management principle, leadership personnel will be selected based on the trust of the educational institution, and the governing body will consider and decide on the person with sufficient qualities, capacity, and prestige to simultaneously assume the role of Secretary and head of the institution. Special cases will be considered and decided by competent authorities. The Ministry of Education and Training will issue specific guidance documents on standards, conditions, processes, and methods in November 2025, so that institutions can implement them immediately in December 2025, ensuring that the apparatus is complete, stable, and synchronized from the first days of the new year, in accordance with the direction of Resolution 71-NQ/TW.

Fourthly, with the implementation of the content of education modernization, the Minister outlined the orientation and said that in the coming time, the Ministry will organize separate thematic conferences on the national program of modernizing higher education institutions, vocational education, governance innovation, digital transformation in education and training, and other key contents to realize the spirit of "modernity - quality - fairness" in Resolution 71-NQ/TW.
