According to records, until nearly 3:00 p.m. on November 17, a section of National Highway 20 (located about 1 km from the foot of Prenn Pass) was still submerged in floodwater. The deepest part of the flooded area was still above the knee, motorbikes and cars could not move.

Immediately after the floodwaters rose, the Lam Dong Provincial Traffic Police coordinated with local forces to block both ends of the deeply flooded section of National Highway 20, preventing all vehicles from passing. At the same time, they guided cars to move via the Lien Khuong - Prenn Expressway (parallel to National Highway 20), while the authorities created a temporary road for motorbikes to go through the Le Thu Lake dam to move through the deeply flooded section of the national highway.

In addition to the national highway, many houses and gardens along the Da Tam stream in the villages of Dinh An, K'Long, and K'Ren are also flooded. Some households have water up to their roofs. In the morning of the same day, some households isolated by floodwaters were evacuated to safety by local authorities and forces.

According to some local people, floodwaters from the stream rose at dawn the same day. At around 8am, the floodwaters rose rapidly, overflowing onto the national highway and flooding residential areas and garden houses. However, the floodwaters receded very slowly, and by the afternoon of the same day, although the rain had stopped, they still caused flooding in many places in the commune.

According to a quick report from the People's Committee of Hiep Thanh commune on the afternoon of November 17, the heavy rain and flood during the day caused severe flooding in residential areas in low-lying areas such as Dinh An, Tan An, K' Long, K' Ren, Trung Hiep, Bong Lai, Phi Nom villages and many rural roads, National Highway 20. Preliminary statistics show that about 50 houses of people were flooded, about 200 hectares of various vegetables were flooded, estimated damage of about 3 billion VND.
