
The order to lower the water levels of reservoirs, signed by the Vice Chairman of the Quang Ngai Provincial People's Committee, Do Tam Hien, Deputy Head of the Standing Committee of the Provincial Civil Defense Command, requires the Quang Ngai Provincial Irrigation Works Exploitation One-Member Limited Company and Dakdrinh Hydropower Joint Stock Company to operate with a total discharge flow less than the inflow to the reservoir in order to reduce flooding downstream and to ensure that the reservoir water level does not exceed the normal water level as stipulated in point a, Clause 3, Article 9 of the Procedure.
At the same time, it is required that when the reservoir water level reaches the normal level, the reservoir should be regulated with a discharge flow equivalent to the inflow, and be ready to switch to an operating mode that ensures the safety of the structure as stipulated in Article 11 of the Procedure. Vice Chairman of the Quang Ngai Provincial People's Committee, Do Tam Hien, also requested the Quang Ngai Irrigation Works Exploitation Company Limited and Dakdrinh Hydropower Joint Stock Company to regularly monitor and closely track the developments of rain, floods, and flood warnings on the Tra Khuc River, operate and regulate according to the approved procedure, develop a reservoir regulation operation plan, specifying (time, discharge flow, etc.), and coordinate information exchange during operation to adjust the operating mode accordingly, ensuring effective flood reduction for downstream areas and the safety of the structure.
Provide full notification to the authorities and people of the relevant downstream localities (Son Tay, Son Tay Ha, Son Ha, Son Thuy, Son Linh, Son Ha, Truong Giang, Ba Gia, Son Tinh, Tho Phong, An Phu, Tinh Khe Dong Son, Nghia Giang, Tra Giang, Nghia Lo, Cam Thanh, Truong Quang Trong) to ensure safety throughout the operation period to reduce flooding in the downstream areas; regularly report to the Head of the Civil Defense Command of Quang Ngai province and relevant agencies and units to promptly make decisions on operating the reservoirs in accordance with the rainfall and flood developments.
According to the Quang Ngai Provincial Meteorological and Hydrological Station, due to the strengthening cold air mass combined with easterly winds at high altitudes, from the evening of November 17th to the afternoon of November 19th, the mountainous areas of the eastern Truong Son mountain range in Quang Ngai province will experience heavy to very heavy rain and thunderstorms in some places; rainfall is likely to reach 200-300mm, with some areas exceeding 400mm. The lowland areas and special zones of the eastern Truong Son mountain range in Quang Ngai province will experience heavy rain, with some areas experiencing very heavy rain and thunderstorms; rainfall is likely to reach 100-200mm, with some areas exceeding 250mm. From November 18th, the sea off Quang Ngai will experience strong winds of force 6-7, gusting to force 8-9, with very rough seas and waves 3-6 meters high.
Heavy rains on November 16th and 17th caused floodwaters on the Tra Khuc River to reach 5.55m by noon on November 17th, exceeding alarm level 2 by 0.55m; landslides continued to occur in some mountainous communes of Quang Ngai, disrupting traffic. In Son Tay Ha commune, heavy rains caused landslides on Ra Vat pass, cutting off traffic from Ta Vinh village (formerly Son Mau commune) and Ra Tan village (formerly Son Tinh commune) to the center of Son Tay Ha commune. The Son Tay Ha commune authorities have advised residents to temporarily avoid traveling through the area until further notice.
