Removing bottlenecks in education and training development

Discussing at Group 2 on the draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, delegates of the National Assembly Delegation of Ho Chi Minh City proposed that it is necessary to continue researching and institutionalizing Resolution No. 71 to help remove bottlenecks and create momentum for breakthroughs in education and training development.

National Assembly Deputy Pham Khanh Phong Lan said that in the draft Resolution, the issue of textbooks has not been clearly regulated and emphasized that the most important thing is to reduce waste in textbook policies. The draft Resolution stipulates the unification of programs, textbooks and training models, regulates the innovation of specialized schools and gifted schools, and overcomes the differences in quality and enrollment structure.

The draft Resolution also proposes that a single set of textbooks will be free by 2030, but stipulates that "localities with conditions can exempt them earlier, from 2026 - 2027".

Delegate Pham Khanh Phong Lan suggested that there should be no distinction between “well-off” and “unfavourable” localities. Even in disadvantaged localities, if the People’s Council finds it necessary to provide free textbooks, it will balance its resources. The delegate said that it is unreasonable to distinguish between “well-off” and “unfavourable” because in rich localities, students have less difficulties, so why should we prioritize free textbooks first?

From the practical implementation of the school milk program, delegate Pham Khanh Phong Lan said that in places with budget, students get better milk, and parents even report that students are "used to drinking this milk, not that milk"; while in disadvantaged areas, they do not benefit.

Delegate Pham Khanh Phong Lan welcomed the draft Resolution allowing higher education institutions, vocational training institutions and scientific and technological organizations to proactively organize international conferences and seminars, contributing to reducing unnecessary procedures. However, this regulation lists "a number of priority areas" which, according to the delegate, "should not" be open to all fields, only needing to clearly state the restricted or prohibited fields. The delegate also noticed that the section listing a number of priority areas still lacks the field of science and society.

Regarding the end of school council activities from January 1, 2026 in Article 8 of the draft Resolution, delegate Pham Khanh Phong Lan agreed but suggested maintaining the spirit of autonomy.

The delegate also suggested that the Government needs to unify its views, to avoid a situation where one ministry agrees to a resolution proposing a salary increase for teachers, while another ministry says "there is not enough basis".
