Which cases will the Dong Khoi BOT project reduce fees for when it restarts?

Local authorities in Bien Hoa ( Dong Nai province ) are compiling a list of eligible cases for discounted tolls at the Dong Khoi toll station.


On February 20th, the People's Committees of Tan Phong and Trang Dai wards (Bien Hoa City, Dong Nai province) were reviewing the list of vehicles eligible for discounted tolls at the Dong Khoi toll station. These two localities are located on the Dong Khoi road (part of the BOT provincial road 768 project).

The Đồng Khởi toll station passes through the two localities of Trảng Dài and Tân Phong (Biên Hòa, Đồng Nai).

Previously, the authorities in Dong Nai province approved a policy to reduce tolls for households directly affected when passing through the toll station on Dong Khoi road. These households reside within Trang Dai ward and Tan Phong ward (Bien Hoa city).

The conditions for receiving the discount are that the household must have permanent residence registration, the vehicle eligible for the discount must be registered in the owner's name, and the vehicle must be a bus passing through the toll station on Dong Khoi Street.

The People's Committee of Tan Phong Ward and the People's Committee of Trang Dai Ward have notified the neighborhood management boards to inform households so that people can register early to receive discounted tolls when passing through the toll station.

Road 768 connects Dong Nai and Binh Duong provinces via Thu Bien Bridge, while Dong Khoi Road connects Bien Hoa city center to Provincial Road 768. Previously, Road 768 had a BOT (Build-Operate-Transfer) project collecting tolls on the section from Gac Nai intersection (Buu Long, Bien Hoa) to Thu Bien Bridge (Vinh Cuu district); Dong Khoi Road from Tan Phong intersection to Provincial Road 768; Thien Tan Water Plant Road and Provincial Road 768B.

This project began collecting tolls in November 2010 with two toll stations located on Thien Tan Water Treatment Plant Road, Dong Khoi (Bien Hoa) and two stations in Vinh Cuu district. From the beginning of 2021, the investor requested a temporary suspension of toll collection to invest in an Electronic Toll Collection (ETC) system as required by the Government . In March 2023, the People's Committee of Dong Nai province agreed to allow toll collection to resume from May 1, 2023. However, due to some unresolved issues, the resumption of toll collection has not yet been implemented.

Dong Nai province initially planned to resume toll collection on BOT 768 from December 1, 2024, but has not yet done so. During this time, the local authorities have made some adjustments to the toll sections of the route. Dong Nai provincial authorities are coordinating with the project's investor, Sonadezi Chau Duc Joint Stock Company, to implement the necessary procedures for adjusting this BOT project.

This includes adjusting the project by removing the Thien Tan water treatment plant road and its parallel road from the BOT 768 project. Therefore, when toll collection resumes, the BOT 768 project will only include the section of Provincial Road 768 from Gac Nai intersection (Buu Long, Bien Hoa) to Thu Bien bridge (Vinh Cuu district); and the section of Dong Khoi road from Tan Phong intersection to Provincial Road 768.

The toll fees at the BOT toll station on Dong Khoi Street (Bien Hoa City) are as follows: Cars with fewer than 12 seats, trucks under 2 tons, and public buses: 20,000 VND/trip, 600,000 VND/month. Vehicles with 12-30 seats, and trucks with a load capacity from 2 tons to under 4 tons: 30,000 VND/trip, 900,000 VND/month.

For vehicles with 31 seats or more, and trucks weighing from 4 tons to under 10 tons, the fee is 44,000 VND per trip, or 1.32 million VND per month. For trucks weighing from 10 tons to under 18 tons and vehicles carrying 20-foot containers, the fee is 80,000 VND per trip, or 2.4 million VND per month.

The BOT (build-operate-transfer) project for Provincial Road 768 reportedly includes a complex of six roads with a total length of over 48km. The project is invested by Sonadezi Chau Duc Joint Stock Company with a total investment of over 534 billion VND (excluding land acquisition and relocation of technical infrastructure). After adjusting the investment plan, the remaining capital needed to recover the investment is approximately 425 billion VND, with toll collection expected to continue until 2033.

According to observations by reporters from Giao Thong Newspaper, traffic flow on the entire DT768 and Dong Khoi roads is currently generally smooth. Some sections that had deteriorated or been damaged have been maintained and repaired. However, the section of Dong Khoi road near the toll station in Tan Phong and Trang Dai wards has many large potholes, subsidence, and severe flooding during heavy rains. Therefore, residents hope that the investor will soon repair these damaged areas to ensure traffic safety.
