According to Government Electronic Newspaper , this afternoon (May 23), Permanent Deputy Prime Minister Nguyen Hoa Binh inspected the investment project to build the second facility of Viet Duc Friendship Hospital and Bach Mai Hospital in Ha Nam province.
The Deputy Prime Minister emphasized that these are two important projects with large investment scale and a very large investment rate per hospital bed (about 5 billion VND/1 hospital bed) that are highly anticipated and expected by the people. However, for various reasons, the two projects have been delayed for 6-7 years.
Mr. Nguyen Hoa Binh said that the project being stopped for too long caused a huge waste, not to mention the unfinished investment items of the project were degraded over time, the price of raw materials increased, causing the investment capital to increase.
" The delay in the two projects is a mistake to the people. We must be determined to overcome the existing limitations to continue investing in these two important hospital projects. There is very little time left to complete them this year, and put the two hospitals into operation in accordance with the direction of the Politburo and the General Secretary ," the First Deputy Prime Minister emphasized.
According to the Deputy Prime Minister, implementing the Central Committee's direction, the Government issued Resolution 34, proposing a series of solutions to remove difficulties and promote implementation.
"Anyone who violates must be strictly handled according to the provisions of the law, but the construction and project are not at fault, not wrong. Therefore, we must continue to invest and implement to put them into use and exploitation. The continued implementation of investment activities must be in accordance with principles and provisions of the law, absolutely not allowing new mistakes, negativity and violations to arise, " said the Deputy Prime Minister.
In this spirit, Mr. Nguyen Hoa Binh requested to continue investing and implementing projects quickly, on schedule, and with quality; but not because of quick implementation that it leads to sloppy work, dishonesty, giving rise to other negative aspects, waste, and violations.
The Deputy Prime Minister assigned the Ministry of Health to coordinate with relevant ministries and agencies to speed up the process of document appraisal and processing for investment items and packages, ensuring compliance with legal regulations. Contractors need to increase human resources and equipment to implement items of the two projects.
Along with promoting the investment progress of the "shell" - the headquarters, the Deputy Prime Minister noted that the leaders of the Ministry of Health, the leaders of Bach Mai and Viet Duc Hospitals should pay attention to promoting the implementation of bidding packages for medical equipment - the "core" of the project; ensuring that the investment implementation process of both the "shell" and "core" must be synchronous, parallel, ensuring quality according to the requirements.
At the same time, the leaders of the Ministry of Health and the two hospitals must be proactive and have specific and clear plans for training and arranging human resources when the two projects come into operation; ensuring the quality of medical examination and treatment is equivalent to that of Bach Mai and Viet Duc Hospitals in Hanoi.
" Not Bach Mai Hospital, Viet Duc Hospital 2 has the quality of medical examination and treatment of type 2. With these 2 projects, we must work with the highest responsibility, the greatest effort to complete them by the end of this year. This is a particularly important political task under the direction of the Politburo and the General Secretary, " the Deputy Prime Minister emphasized.
According to the report of the Ministry of Health, some of the current difficulties and problems are that the appraisal and approval of technical design estimates for electromechanical items is still slow; the project of the second facility of Viet Duc Hospital is 45 days behind schedule; the project of the second facility of Bach Mai Hospital is 75 days behind schedule.
Contractors have difficulty accessing credit capital from banks after the conclusion of the Government Inspectorate; suppliers of materials and supplies are hesitant to supply to the two projects or when supplying, they must pay the entire cost before delivery; prices of many materials, equipment and labor have increased compared to the approved estimated value.
The Ministry of Health believes that modern hospitals require huge human resources, training, and operating costs. Therefore, it will be very difficult for the two hospitals in the first years of operation if there is no support mechanism.
