Ca Mau: Many public medical facilities run out of funds

On October 26, the Department of Health of Ca Mau province announced that it had just released a report on the results of reviewing the management and use of funding sources and allocation norms for medical examination and treatment based on hospital bed criteria. In particular, many public medical examination and treatment facilities in the area are having difficulty in ensuring operating costs.

Nam Can General Hospital is one of the public medical facilities facing difficulties in operating costs.

Specifically, Ca Mau Province Tuberculosis and Lung Disease Hospital lacks about 2.2 billion VND; Nam Can General Hospital lacks about 3.2 billion VND; Phu Tan District Medical Center lacks about 4.2 billion VND. These three units can only balance enough to pay salaries and regular activities until the end of June 2023; in the last 6 months of the year, there is a shortage of salary payment and regular operating expenses.

The reason why the above units have difficulty in ensuring operating costs is that the number of patients coming for examination and treatment has not met the plan; the cost of health insurance examination and treatment of some public health facilities from 2018 to 2020 has not been paid by the Social Insurance agency. Some units have not developed appropriate plans for purchasing medical supplies and equipment...

Faced with the above reality, Chairman of the People's Committee of Ca Mau province Huynh Quoc Viet requested the Department of Health to urgently inspect the actual situation of revenue and expenditure management of public medical examination and treatment facilities facing difficulties in balancing resources to ensure regular operations in 2023. At the same time, urgently review and evaluate the revenue and expenditure estimates of medical examination and treatment facilities expected to continue to face difficulties in balancing revenue and expenditure in 2024 due to objective reasons.

Thereby, specifically determine the amount of funding needed for each unit to ensure regular operations; propose a support budget and be responsible for the proposed data, send it to the Department of Finance for appraisal, advise competent authorities to consider and arrange in the 2024 budget to support units to implement according to regulations.

The Chairman of the People's Committee of Ca Mau province also requested the Department of Health to direct public medical examination and treatment facilities to improve the professional quality of medical examination and treatment; research and develop strict and quick medical examination and treatment procedures and improve the service attitude of medical staff towards patients to attract patients to come for examination and treatment. From there, increase revenue to gradually improve the autonomy of the unit.
