Forms of collecting opinions on amending the 2013 Constitution

SGGP Newspaper provides guidance on the subjects, content, form, documents and time for collecting opinions from the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam.

Pursuant to Resolution 194/2025/QH15 dated May 5, 2025 of the National Assembly on amending and supplementing a number of articles of the 2013 Constitution and Resolution 195/2025/QH15 dated May 5, 2025 of the National Assembly on establishing the Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution (hereinafter referred to as the Committee for drafting amendments and supplements to the Constitution), promulgate a Plan to organize the collection of opinions from the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam (hereinafter referred to as the draft Resolution).

Subject of consultation on amendments to the 2013 Constitution

- People of all walks of life;

- Central and local agencies and organizations;

- Vietnam Fatherland Front and member organizations;

- Experts, scientists;

Content of the consultation on amendments to the 2013 Constitution

Collect opinions from the people, sectors and levels on the entire draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam (with attached documents), including layout, content and presentation techniques.

Form of organization to collect opinions on amending the 2013 Constitution

- Individuals can give their opinions directly on the VNeID application, the National Assembly Electronic Information Portal, the Government Electronic Information Portal or send their opinions in writing to the agencies responsible for synthesizing people's opinions as stated in Section III of Plan 05/KH-UBDTSĐBSHP dated May 5, 2025.

- Agencies and organizations, according to their functions, tasks, powers, progress requirements, and actual situation of their agencies, organizations, and localities, proactively plan to organize conferences, seminars, and discussions to collect opinions from subjects under their management, experts, and scientists.

- Local authorities at all levels organize to collect public opinions in forms suitable to practical conditions according to the provisions of law on implementing democracy at the grassroots level.

Opinion Document

Documents for collecting opinions from people, sectors and levels include:

- Plan 05/KH-UBDTSĐBSHP dated May 5, 2025 of the Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution on organizing the collection of opinions from the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam;

- Draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam;

- Explanation of the draft Resolution;

- Comparison of the proposed contents of amendments and supplements to a number of articles of the 2013 Constitution with current provisions of the Constitution.

The above documents are published on the electronic information portals of the National Assembly, the Government, and the People's Committees of provinces and centrally run cities.

Time for comments

The time for collecting opinions from the people, sectors and levels on the draft Resolution begins on May 6, 2025 and is completed on June 5, 2025. Particularly on the VNeID application, the Ministry of Public Security is responsible for establishing and managing a utility system so that people can directly give opinions on the draft resolution on the VNeID application, starting on May 6 and ending on May 29.

The Ministry of Justice is assigned to act as the focal point to monitor and urge ministries, branches and localities during the implementation process. The Ministry will also synthesize the results from different channels of receiving opinions, develop a Government report and a draft report summarizing public opinions, and submit it to the Government for consideration and approval before June 3. The report will then be sent to the Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution no later than June 5.
