Administrative reform to benefit people in mountainous areas

As a mountainous district with many difficulties, Vo Nhai identified administrative reform (PAR) as one of the key tasks, aiming to create momentum for socio -economic development and better serve the needs of people and businesses. On that basis, the locality has implemented many solutions suitable to actual conditions, gradually improving the criteria scores as well as the ranking of PAR compared to other localities in the province.

To concretize the determination in administrative reform, every year, the People's Committee of Vo Nhai district identifies key tasks that need to be implemented. In 2023 alone, the district has set out 13 tasks in this field.

In particular, propaganda work to raise people's awareness and understanding is always given top priority. Propaganda content focuses on disseminating directive documents and administrative procedures; digital transformation work; instructing people on how to operate in the online environment.

The forms of propaganda are also diverse. In addition to traditional channels such as word of mouth, organizing conferences, and using loudspeaker systems, some communes and towns have actively used social networks, established fanpages or podcast channels using ethnic minority languages to increase the level of information dissemination.

In Cuc Duong commune, for more than a year now, the locality has established a team to support people in creating accounts and performing operations online when carrying out administrative procedures at the "one-stop" department. Members of the team are officials, professional civil servants and deputies of a number of organizations.

Mr. Hoang Cong Su, Vice Chairman of Cuc Duong Commune People's Committee, informed: The local officials are also assigned to work with the community digital technology team in the hamlets to participate in propaganda, support people to register and perform administrative procedures on the National Public Service Portal. Thanks to that, the rate of online application submission in Cuc Duong commune reached 73.8%; the result of digitalizing documents reached 67.5%. Since the beginning of the year, the commune's "one-stop" department has made 1,306 electronic certifications, the progress of handling administrative procedures on time reached 99.3%.

With a low starting point, Vo Nhai always pays attention to investing in facilities and equipment for the "one-stop" department of the district and commune levels. Since March 2020, the locality has transferred this department at the district level to the District Post Office , to create an open space, creating convenience for people and businesses to come and resolve administrative procedures, especially when registering for public postal services.

Currently, 100% of communes and towns in Vo Nhai district have arranged a "one-stop" department for people to come to do transactions. Basic equipment is equipped to serve professional work and people, such as: computers, printers, scanners, touch screens for looking up electronic administrative procedures, Internet connection to the computer system; tables, chairs for waiting for transactions...

Mr. Ma Van Dat, Deputy Head of the Internal Affairs Department of Vo Nhai District, said: The District People's Committee has issued regulations on the organization and operation of the department receiving and returning results of administrative procedures under the one-stop and one-stop mechanism. The electronic one-stop information system is thoroughly applied by officials and civil servants. The Office of the People's Council and the District People's Committee - the focal agency controlling administrative procedures of the locality - regularly reviews and monitors newly issued or abolished, amended and supplemented administrative procedures to proactively publicize and update them on the system. Application forms, declarations and results of administrative procedures are also electronic to create the most convenience for people and businesses.

Along with that, Vo Nhai district also actively implemented groups of administrative reform solutions on institutions; control and simplification of administrative procedures; one-stop and one-stop mechanism; reform of public service regime... In particular, the district is interested in encouraging cadres and civil servants to promote administrative reform initiatives and apply them in practice to bring about practical results.

Some typical initiatives include: solutions to deploy paperless meeting rooms in the district; some solutions to improve the efficiency of providing online public services in handling administrative procedures at the People's Committee of Dinh Ca town and the People's Committee of Thuong Nung commune; increasing the rate of people participating in using online public services in Than Sa commune...

Since the beginning of 2023, Vo Nhai district has received 28,457 records (including 21,409 online records); resolved 27,952 administrative procedure records under the one-stop and one-stop mechanism. The rate of administrative procedure records resolved on time and before the deadline reached 99.66%. Regarding the digitization of records and documents, the results of administrative procedure settlement reached 94.66%.

Thanks to continuous efforts and appropriate solutions, Vo Nhai has significantly improved its PAR index, with the results of classifying scores from average to good; ranking 8/9 (in 2020) to 6/9 (in 2022) in the group of districts and cities of the province.

More importantly, the promotion of CHCH has brought satisfaction and increasingly better met the needs of local people and businesses, contributing positively to the socio-economic development process in the mountainous district of Vo Nhai.
