Administrative procedure reform, creating leverage for economic growth

On February 19, 2025, at the 9th Extraordinary Session, the National Assembly passed Resolution 192/2025/QH15 on supplementing the 2025 Socio-Economic Development Plan with a growth target of 8% or more. Achieving this target is a challenge for many localities. However, if there are good solutions combined with effective implementation of administrative procedure reform, it will contribute to achieving the set goal.

Reform thinking, service

Since the beginning of the year, the Provincial People's Committee has issued many documents directing and implementing the work of controlling administrative procedures (AP) to contribute to improving the effectiveness and efficiency of these tasks for departments, branches and localities in the area. Accordingly, the province focused on reviewing 67 key APs in 16 areas; directing departments, branches and localities to review all regulations on APs within the scope of management functions of their agencies and localities to report and propose, recommend competent authorities to amend, supplement, replace or abolish inappropriate APs or APs that are inconsistent with current regulations.

According to Director of the Department of Finance Tran Van Tan, administrative procedure reform is not only about improving technical processes, but also about reforming thinking and service methods. To achieve the growth target of 8%, it is important to substantially improve the investment and business environment. Therefore, in recent times, implementing the direction of the Provincial People's Committee, the Department has reviewed and cut down inappropriate procedures, integrated many steps in the investment licensing process and strongly implemented the one-stop mechanism; basic construction investment work has been focused on and directed strongly.

Cumbersome administrative procedures not only waste businesses' time but also waste social resources. Therefore, the province always resolutely, synchronously and effectively implements administrative procedure reforms to improve and enhance the quality of the investment and business environment, ensuring healthy, equal, transparent and convenient competition for people and businesses.

Comrade Huynh Lu Tan, Member of the Provincial Party Standing Committee, Head of the Phu Yen Economic Zone Management Board, said: When attracting a project to the province, we proactively work with investors, especially closely coordinating with them to complete administrative procedures. The Board has also actively coordinated with localities to focus on removing difficulties and obstacles in compensation work to soon have land; at the same time, urging contractors to focus on human resources to speed up construction progress when the locality hands over the land.

Mr. Luong Van Hoa in La Hai town (Dong Xuan district) said: “People have high expectations for the current administrative reform programs of the province, especially the reduction of processing time. Currently, many procedures have been switched to electronic form, reducing intermediaries and costs. Thus, organizations and businesses can effectively contribute to the growth of the province.”

More drastic

According to the Provincial People's Committee, in order to promote more strongly and drastically the reform of administrative procedures, improve the business environment substantially and effectively, aiming for a growth target of 8% or more in 2025, the Provincial People's Committee has directed departments, branches and localities to focus on implementing key tasks and solutions in cutting administrative procedures, improving the investment and business environment, promoting socio-economic development. Accordingly, the goal is to reduce at least 30% of the time to process administrative procedures and 30% of business costs; abolish 30% of unnecessary business conditions, 80% of administrative procedure records are processed completely online and by the end of June, 100% of administrative procedure records are attached with personal identification. Currently, the province has reduced 30% of the processing time for 55 administrative procedures of the Phu Yen Economic Zone Management Board; from 7.2-17.4% of the processing time for 6 administrative procedures of the Department of Industry and Trade.

Director of the Department of Home Affairs Truong Ngoc Tuan affirmed: Administrative procedure reform has a great spillover effect. When businesses are cleared of legal and administrative obstacles, they will have the conditions to expand production, recruit more workers and increase their contribution to the budget. To achieve the set goals, the Department has recommended that the Provincial People's Committee and the Chairman of the Provincial People's Committee direct agencies and localities to continue to enhance the role and responsibility of leaders. Strengthen and enhance responsibility in reviewing legal documents and regulations on management of sectors and fields that need to be amended to ensure a complete, timely and synchronous legal basis for the operations of agencies and units in resolving work for people and businesses. Prioritize and create the best conditions to resolve administrative procedures for people and businesses; in which, focus on synchronously implementing key tasks and solutions to reduce administrative procedures, improve the investment and business environment, and promote socio-economic development.

Comrade Le Tan Ho, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, said: To achieve the target of 8% GRDP growth, the province has proposed many fundamental solutions, focusing on creating a favorable environment for investment, production and business, developing science and technology, innovation, and promoting digital transformation. The Provincial People's Committee requested agencies and localities to continue focusing on resolving difficulties and obstacles of each project; unblocking resources and promoting private investment, creating new momentum for development. At the same time, focus on removing difficulties, obstacles, and bottlenecks, in order to mobilize maximum resources for growth; promptly resolve or propose competent authorities to resolve arising problems in the process of providing public services to people and businesses. In particular, focus on promptly resolving arising problems related to administrative procedures for people and businesses in the process of restructuring the apparatus.
