Substantial administrative procedure reform, improving the effectiveness of policy advice for the Government and the Prime Minister
Simplify administrative procedures in sectors and fields directly related to people and businesses.
To continue to implement substantive administrative procedure reform and improve the effectiveness of policy advice for the Government and Prime Minister, based on the direction of Prime Minister Pham Minh Chinh , Deputy Prime Minister Tran Luu Quang requested:
The Government Office shall preside over and coordinate with the Ministry of Home Affairs and relevant ministries, agencies and localities to review and propose specific programs, plans and measures to request ministries, branches and localities to seriously, resolutely, synchronously and effectively implement tasks and solutions on administrative procedure reform; strengthen inspection and supervision of implementation; specifically report on implementation results, difficulties, problems and proposals and recommendations (if any) at the regular monthly Government meeting.
In particular, it is important to focus on prioritizing urgent issues that need to be resolved, especially the reduction and simplification of regulations and procedures on investment, business registration, business conditions and administrative procedures in sectors and fields directly related to people and businesses such as construction, real estate, tax, customs, electricity, energy, production, agricultural processing, import and export, education and training, healthcare, etc.; at the same time, there are solutions for comprehensive reform and innovation in the long term to contribute to further improving the investment and business environment and enhancing competitiveness.
The Government Office shall preside over and coordinate with the Ministry of Home Affairs to review and propose the consolidation of consulting organizations on administrative procedure reform in a streamlined, simple, direct, effective and streamlined manner. This includes terminating the operations of organizations that are no longer relevant and establishing a Working Group to directly assist the Prime Minister on administrative procedure reform.
Review the Policy Advisory Group for the Prime Minister to ensure it is truly effective and streamlined.
The Ministry of Home Affairs shall preside over and coordinate with the Government Office and relevant agencies to review and report specifically on the organizational model, operating regulations and effectiveness of policy advisory organizations for the Prime Minister (both past and present). In particular, it is proposed to terminate the operations of organizations that are no longer suitable and to establish a Policy Advisory Group for the Prime Minister, ensuring real efficiency, compactness, direct and practical contributions to the policy-making and direction and administration of the Government and the Prime Minister.
The Ministry of Home Affairs shall preside over and coordinate with the Government Office to organize inspections and examinations of public services, focusing on the implementation of tasks and solutions on administrative procedure reform, promptly proposing to the Prime Minister to commend and criticize agencies, organizations and individuals who perform well or poorly in this work according to the provisions of law.
The Government Office and the Ministry of Home Affairs urgently prepare the above contents to report at the meeting chaired by the Government Leader on June 19, 2023./.
