There should be policies to attract and develop preschool education in areas with industrial parks.

According to the report, up to now, non-public preschool facilities have contributed significantly to mobilizing children to go to school, reducing the burden on public schools, especially in large cities, localities with industrial parks and export processing zones. There are 5,172,450 children going to school, reaching a rate of 70.4% (nursery children 32.1%, kindergarten children 93.1%); 5-year-old kindergarten children going to school maintained at 99.7%.

The quality of the team of managers (CBQL) and preschool teachers (GVMN) is increasingly improved to meet the requirements ofeducational innovation.

In the past 10 years, industrial parks and export processing zones have been established in most provinces and cities across the country. Due to the high demand for labor in some provinces and cities, many industrial parks and export processing zones have been developed, leading to an increase in the mechanical population, leading to an essential need for education, especially the need for kindergartens for workers.

To support preschool education in areas with industrial parks, the Ministry of Education and Training has issued documents to create a legal corridor, meeting practical requirements for localities to invest in developing preschool education in the area; increasing resources from the central budget and local budgets to invest in facilities according to programs and projects to achieve the goal of solidifying schools and classrooms.

Speaking at the workshop, representatives of preschool education institutions pointed out some difficulties in implementing policies to develop preschool education in industrial zones. Among them, there are difficulties related to confirming standards, subjects, and records of parents of children at factories and enterprises so that children and preschool teachers can receive support according to regulations.

From the implementation, the delegates recommended: The Government should consider issuing specific regulations on tax incentives, land lease (long term) and public assets to implement the socialization policy to create favorable conditions for attracting investors to develop preschool education in areas with industrial parks, where there are many workers. At the same time, review, adjust and supplement the public investment portfolio in the direction of prioritizing projects to build preschool education facilities in industrial parks, densely populated areas, and areas with special economic difficulties or use part of the funds from the industrial park's revenue to reinvest in building preschools and classes, promote the development of preschool education facilities in industrial parks, etc.

Concluding the workshop, Ms. Hoang Thi Dinh, Deputy Director of the Department of Preschool Education, said: In the coming time, the Ministry of Education and Training will continue to implement solutions to improve the quality of preschool education in areas with industrial parks and places with a large concentration of workers, such as: strengthening propaganda and dissemination of policies to management levels to implement policies and beneficiaries; continuing to guide localities to implement policies to ensure the right subjects and regulations on procedures and documents...

In order for the policy to be implemented promptly, it is necessary to have the cooperation of ministries, branches and localities, especially the support of trade unions at all levels to have measures to remove obstacles in confirming the workplace of parents working in industrial parks, ensuring the regime for children and creating conditions for preschool teachers to be eligible for the policy./.

According to reports from localities, the country has 212 district-level units with industrial parks and export processing zones established with 14,204 preschool education facilities (3,175 public schools, 1,991 non-public schools and 9,038 independent non-public preschool education facilities). These facilities mobilize more than 1.7 million children (64.1% at public schools, 18% at non-public schools, 17.8% at independent non-public preschool education facilities), of which the majority of workers' children are raised, cared for and educated at independent non-public preschool education facilities.
