Deputy Prime Minister Tran Hong Ha speaks at the 100th Anniversary of the Construction and Development of Nha Trang City

In the joyful atmosphere of the historic April days, today, I am very happy to join comrade Tran Thanh Man to attend the ceremony to celebrate the 100th anniversary of the construction and development of Nha Trang City, and the 15th anniversary of Nha Trang being recognized as a first-class urban area under Khanh Hoa province. On behalf of the Party and State leaders, I would like to send to the revolutionary elders; heroic Vietnamese mothers; heroes of the People's Armed Forces; leaders and former leaders of Khanh Hoa province and Nha Trang city; distinguished delegates, guests; comrades and compatriots my warmest feelings, respectful greetings and best wishes.

Dear delegates, compatriots and comrades. Nha Trang is a land that carries within itself legends about the land and people, a place that marks the bravery, intelligence, heroic spirit, the desire for freedom, peace and prosperity of our ancestors and generations of people in the journey of opening up the land, opening up the country and protecting, building and developing our homeland. From a wild land, with reed banks and reed beds, with the terrain of "four tides returning, four animals gathering", through the minds, from the hands of persistent and creative labor, with the efforts to overcome difficulties and cultivate continuously of many generations. Nha Trang has become a green gem on the gentle and windy East Sea, the heart of the South Central region, carrying within itself legends, myths, strong and resilient struggles for the noble values and cultural diversity of the land and people here.

The heroic pages in the history of the struggle to build and defend the country, to build and develop the homeland. Including the echoes of the historical event of Nha Trang - Khanh Hoa resistance on October 23, 1945, are the pride of each of us and the belief and motivation that urges each cadre, party member and citizen of Nha Trang - Khanh Hoa to build the homeland to be more and more beautiful and happy. The convergence of the quintessence of cultures such as Champa, Dai Viet and the labor process, the talented and skillful creativity of our ancestors have created temples, pagodas, towers, shrines with unique architectural art that still exist today such as: Ponagar Tower, Phuong Sai Communal House; Phu Vinh Communal House, Hung Vuong Temple, Tran Hung Dao Temple; Long Son Pagoda; Nha Trang Cathedral and many other relics. Or activities imbued with the cultural colors of the homeland such as the fishing festival, the boat singing... That is the symbol of unity in diversity of traditional culture, of Nha Tranh - Khanh Hoa and of Vietnam.

In the journey of continuing development for 100 years from a small town formed from the ancient villages of Xuong Huan, Phuong Cau, Van Thanh, Phuong Sai, Phuoc Hai... Nha Trang has become a type I urban area under Khanh Hoa province since 2009. Nha Trang today has grown to become a dynamic, creative, green coastal city, the gateway to the South Central and Central Highlands regions; an attractive destination for domestic and international tourists. One of the centers attracting cultural, political, economic events of the country and the world; a center for scientific research on the sea, ocean and training of human resources; the infrastructure system is increasingly synchronous and has remarkable development; the material and spiritual life of the people is constantly improving; national defense and security are strengthened and maintained; Party building and staff building are increasingly focused on and strengthened. On behalf of the Party and State leaders, I would like to acknowledge, highly appreciate and warmly congratulate and commend the efforts and outstanding achievements that the Party Committee, government, army and people of Nha Trang City in particular and Khanh Hoa Province in general have achieved over the past period.

Dear comrades!

Looking back on the 100-year journey, we are more proud and love the land of agarwood and bird's nests, determined to innovate, create, and realize the aspiration of a greener, more sustainable, more modern, and more beautiful Nha Trang city. The achievements and development heritage of Nha Trang - Khanh Hoa of our ancestors must be preserved, promoted, and developed sustainably and effectively with the highest responsibility. Resolution 09 dated January 28, 2022 of the Politburo on the construction and development of Khanh Hoa province to 2030, with a vision to 2045, has identified Nha Trang as a core urban area along with the urban chain of Van Phong - Nha Trang - Cam Lam - Cam Ranh, which will shape the coastal city of Khanh Hoa under the Central Government, the center of the South Central Coast - Central Highlands region and the whole country in terms of marine economy in the future. The Prime Minister has approved the adjustment of the master plan of the city. Nha Trang, expanding space, creating new motivation, new values for the city to develop strongly. Nha Trang City in the future will be a commercial and financial center of national and regional stature in the world; a center of science and technology for training human resources; an international coastal tourism city; an integration gateway of Khanh Hoa province. The new development stage opens the door to new opportunities with a bright future.

But to achieve that vision and aspiration for development, first of all, the Party Committee, government, army and people of Khanh Hoa province and Nha Trang city need to continue the tradition of solidarity, promote the spirit of dynamism, innovation and creativity, and promote the central role of the people in the development process. Nha Trang needs to make efforts to take advantage of and promote the highest efficiency of breakthrough mechanisms and specific policies on land, finance, etc. decided by the National Assembly in Resolution No. 55 dated June 11, 2022. Build and develop digital government and deploy online public administrative services. Effectively implement Resolution No. 06 of the Politburo on planning, construction, management and sustainable urban development. Identify urban development as the leading nucleus, creating spillover effects in socio-economic development. Promote smart management models in the operation, management and exploitation of urban infrastructure and develop multi-purpose infrastructure systems. Here, I would like to emphasize that the current development space of Nha Trang City has a non-agricultural land fund of over 70%, so the space and resources for development must be utilized in the area to renovate our urban area. In particular, to have a sustainable city, adapt to climate change and artificial works, we must enhance the values of the natural landscape for Nha Trang.

Second: To realize the aspiration of a prosperous city, an international financial center, a place worth living, experiencing, and investing in, I agree with the 6 breakthrough pioneers of Nha Trang, especially in digital transformation to build a smart city; building a digital government to serve the people. Especially administrative reform, improving the investment and business environment, ensuring social security, security, safety and security of the people.

Third: It is necessary to organize scientific and reasonable development space, in the process of implementing detailed plans and specialized plans, effectively exploit underground space, height, and sea space. The land area that can be converted for urban development, services and infrastructure systems is not much left, in which it is necessary to ensure land funds for green space, public cultural space, education and training, healthcare, and a synchronous social security system for all people. Effectively use land resources, marine resources, transform the green economic model, develop knowledge-based economy, digital economy, in which strive for the digital economy to account for over 30% of GRDP by 2030. Nha Trang also needs to draw lessons from its own development process in its 100-year history and especially lessons for the development process of Vietnamese cities and urban areas with the current challenges. In the process of urban development, in management and planning implementation, harmonize development and preservation of cultural, historical and beautiful natural values, preserving them for future generations.

Fourthly: I want Nha Trang City to focus on developing tourism as a key economic sector, promoting the Nha Trang - Khanh Hoa Sea Festival brand. Continue to organize international-class cultural and entertainment activities. Develop a green and smart tourism ecosystem, mobilize all resources to promote the development of high-quality sea tourism services, making the Nha Trang - Khanh Hoa tourism brand a leading destination on the international tourism map. I strongly believe that anywhere in Nha Trang - Khanh Hoa can be a film studio to conduct activities related to the cultural industry. Nha Trang is also affirming that and this is a very good direction to promote the natural beauty, culture, people and especially develop the green industry, the cultural industry.

Fifth: In order for Nha Trang to become an economic, scientific, technical, educational and medical center of the South Central Coast and Central Highlands, Khanh Hoa needs to have a strategy to attract and develop universities, research institutes, and medical facilities that meet regional and international standards. Develop creative urban areas, high-tech zones, research centers, technology incubators, startups, innovation, and improve the capacity of research facilities on fisheries and oceanography.

Dear delegates, compatriots and comrades!

With the tradition of pride in the history of development over the past 100 years, along with the breakthrough policies, mechanisms and policies of the Party and State, the dynamic, creative spirit and aspiration to rise of the Party Committee, the government, the army and the people, we believe that Nha Trang will soon rise to become a core urban area of the region; a smart city, with identity, on par with the region and the world. With that spirit, once again, let me send my congratulations to the Party Committee, the government, the people and Khanh Hoa province, Nha Trang city.
