


Running for office, running for power, opportunism, factionalism, in any manifestation, all stem from self-interest, just like the seagull that flies after the ship does not do so because it shares the same goals as the ship but to find food.
Self-interest, resignation and embezzlement and corruption are just two sides of the same coin. One is motive and scheme and the other is expression and behavior.
However, the campaign to gain positions and power, often for personal gain, is often carried out in many sophisticated forms. Sometimes, it is so sophisticated that people can mistake it for the will to strive and rise up for the motive of serving the people and for the Party's ideals.
The Party's inspection work must help to see through Party members, not only to detect violations, discipline or propose discipline, but also to discover new factors for the Party, and to protect clean and capable Party members.
Our Party has repeatedly affirmed: cadres are "the key of the key". The quality of cadres determines the quality of agencies and organizations; determines the quality of policies and guidelines. President Ho Chi Minh once explained why inspection and control are necessary in the Party: ..." For three reasons, such control is necessary: Only with such control can we clearly know whether cadres and employees are good or bad; Only then can we clearly know the advantages and disadvantages of agencies; Only then can we clearly know the advantages and disadvantages of orders and resolutions"... and, if the inspection is carried out properly, carefully, and thoughtfully, "we will see clearly all situations, all advantages and disadvantages, all cadres".

Inspection is an extremely difficult task because it involves people. There is a folk saying: " It is difficult to draw a tiger's skin, but it is difficult to draw its bones. To know a person's face, one cannot know their heart ." When an individual deliberately conceals his or her motives and acts of seeking positions and power, using the name of an organization, hiding under the shadow of regulations and rules to lobby, it will be very difficult to detect. For inspection work to be effective, President Ho Chi Minh once taught: "There must be two things: one is that the inspection must be systematic and must be done regularly. Two is that the inspectors must be very prestigious people"...
General Secretary To Lam's request that the personnel recommended for the Inspection Committee must be "as bright as a mirror, as sharp as a sword" is very consistent with President Ho Chi Minh's testament. At the same time, it also shows the very high political determination of the entire system, from the highest level, to promote the role of inspection work.

In order for the inspection work of inspectors during the 14th Party Congress to be truly "bright as a mirror" and "sharp as a sword" to protect the Party's discipline, the 13th Party Central Committee, under the direction of General Secretary To Lam, issued Regulation No. 296-QD/TW on the Party's inspection, supervision and discipline work; at the same time, the 13th Politburo also issued criteria for the positions of members of the Central Inspection Committee and Chairman of the Central Inspection Committee in Regulation No. 365-QD/TW.
According to the Regulations on Standards for Cadre Titles managed by the Party Central Committee, the Politburo, and the Secretariat, Party members recommended to the Central Inspection Committee must have a firm grasp of the Party Charter, regulations and guidelines for implementing the Party Charter, and State laws; have a deep understanding of Party building work, especially inspection, supervision, and enforcement of Party discipline; and have a firm grasp of the Party's organizational and operational principles. Be highly conscious of self-criticism and criticism, be objective, honest, and resolutely fight against manifestations of corruption, waste, and negativity.

Candidates for the Central Inspection Commission must have practical experience in personnel organization, internal affairs, inspection, examination, and justice at lower levels or in relevant professional fields. Have a firm grasp of regulations and procedures for inspection, supervision, and enforcement of party discipline; have the ability to analyze and evaluate; have the capacity to organize and implement inspections and supervision of sensitive and complex fields and cases.
At the same time, party members introduced to the Central Inspection Committee must have experience and completed well their tasks in leadership and management positions at the department head level or as a member of the standing committee of a provincial party committee, city party committee, party committee directly under the Central Committee or equivalent.
The head of the Central Inspection Commission will have to meet even higher and more stringent criteria.
The regulations of the 13th Central Executive Committee and Politburo will certainly strengthen the "systematic" and "prestige" nature of the Party's inspection work and those performing Party inspection work as taught by President Ho Chi Minh./.
