Need to pay and support 15 households whose houses are cracked due to construction of Can Tho River Embankment project - responding to climate change

Many people in Nhon Nghia commune, Phong Dien district (now Nhon Ai commune) reported that the construction unit of the Can Tho River Embankment Project - Responding to Climate Change during the construction of the embankment section through the area caused serious subsidence and cracks in the walls of 15 households. The incident happened 3 years ago, but up to now, the construction unit and related agencies have not paid or supported people to repair their houses.

The fence of Mrs. Tran Thi Thu Nguyet's family is cracked and at risk of collapsing.

The embankment section protecting the left bank from Cai Rang bridge in Le Binh ward (now Cai Rang ward) extending to Nhon Hung hamlet, Nhon Ai commune has a length of 2,450m, started in early 2020. This is a project under the Can Tho River Embankment Project - responding to climate change, invested by the Management Board of Investment Projects using official development assistance funds of Can Tho City (abbreviated as the Management Board of ODA Projects of Can Tho City). In particular, the embankment section in Nhon Hung hamlet is 600m long, and construction will start in 2022.

During the construction process, when the construction unit drove concrete piles, it caused cracks in the walls of some households. Ms. Thai Cam Dong, in Nhon Hung hamlet, said: "Before constructing the embankment piles, the construction unit surveyed the current status of my house and promised to provide financial support if any problems occurred. During the construction, many cracks appeared on the walls of my house. I directly reported to the construction unit for a survey and request to fix the problem. Currently, 3 years have passed, the construction unit has withdrawn from the project, but I have not yet received support to repair the house." Currently, Ms. Dong's house has cracks and is seriously degraded, the main door has collapsed, and when it rains heavily, the walls leak and become damp...

Similarly, during the construction of the Can Tho River Embankment project - responding to climate change, the construction unit used mechanical vehicles to drive concrete piles on the lower part of the riverbank, causing vibrations and affecting the architecture of many houses. Ms. Nguyen Thi Trinh, in Nhon Hung hamlet, reported: "In 2022, the construction unit drove concrete piles on the Can Tho River embankment, causing many cracks and subsidence of my house's foundation. After the incident occurred, the construction unit and the insurance company conducted a survey, but have not yet provided a price for damage support. I request the investor and the construction unit to promptly provide support or remedy the consequences so that my family can have a stable place to live."

Currently, the construction unit of the Can Tho River Embankment - Climate Change Response project has completed the embankment section of Nhon Hung hamlet and has withdrawn from the project. Some households have hired workers to repair their houses to live in peace. Ms. Mai Thi Van, in Nhon Hung hamlet, said: "My house has many cracks, the foundation has sunk, the ceramic tiles on the wall are peeling and there is a risk of collapsing at any time. In 2024, my family will have to hire workers to repair and fix the damaged parts of the house, about 30 million VND. Currently, my family is in a very difficult situation. I request the construction unit to return the above amount as soon as possible."

In addition to damaged houses, many families have tilted and cracked fences that are at risk of collapsing. "In 2019, my family moved here to build a house and build a solid concrete fence. After the construction unit drove concrete piles, the fence was torn apart. I am very scared because the fence is tilting to the land and houses of surrounding households," said Ms. Tran Thi Thu Nguyet, in Nhon Hung hamlet, indignantly.

Talking to us about the above issue, Mr. Dang Thanh Hien, Chairman of Nhon Ai Commune People's Committee, said: "After checking, there are still 15 households with damaged houses in Nhon Hung Hamlet, but they have not received any support to fix the problem. Previously, Nhon Nghia Commune People's Committee (now merged into Nhon Ai Commune) coordinated with the construction unit and the insurance company to organize 3 dialogues with the people, but have not yet agreed on a payment and support plan. The above incident has lasted for quite a long time, we recommend that the investor and the City People's Committee pay attention, consider and soon take measures to resolve the issue, urge the construction unit to pay and support people to repair their houses, and live in peace."
