The event was organized within the framework of two state-level scientific research projects, in collaboration between Ho Chi Minh City University of Economics and Can Tho City Department of Science and Technology (KH&CN).
Attending the seminar were Prof. Dr. Nguyen Dong Phong - Vice Chairman of the State Council for Professor Titles in Economics, Chairman of the Council of Ho Chi Minh City University of Economics for the 2020-2025 term; Dr. Ngo Anh Tin - Member of the City Party Committee, Director of the Department of Science and Technology of Can Tho; representatives of leaders of departments and branches; scientists, economic experts and a large number of business communities.

In his opening speech, Dr. Ngo Anh Tin emphasized: "The fact that Ho Chi Minh City University of Economics and two project leaders in coordination with Can Tho Department of Science and Technology organized the Scientific Seminar within the framework of the State-level project is an important event, especially in the context that the city is entering a new development stage with a larger scale, affirming its role as the center of the Mekong Delta region."
Mr. Tin said that after merging the three localities of Can Tho - Soc Trang - Hau Giang, Can Tho City will have a larger scale with an area of over 6,300 km² and a population of over 4 million people. The city not only owns a system of rivers, highways, national highways, and airports, but also has Tran De seaport, and in the near future there will be a railway line from Ho Chi Minh City to Can Tho. This merger is not only a simple rearrangement of the administrative apparatus, but also opens up opportunities to pool resources, strengthen regional connectivity, improve competitiveness, and create new development momentum.
"The synergy comes from the combination of Can Tho's leading position, infrastructure and high-quality human resources with the large land fund and industrial and agricultural potential of Hau Giang and Soc Trang. This is an important turning point, opening up great opportunities and posing many challenges for the city to meet its socio-economic development goals in the coming time" - Dr. Ngo Anh Tin emphasized.
In the context of deep integration, enterprises are identified as the subject of innovation, playing a decisive role in local development. Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation clearly stated: "Enterprises are the subject of innovation", considering this a strategic breakthrough in the coming period. Therefore, this discussion has practical significance, in line with the spirit of the Resolution.

The program includes 2 discussion sessions:
In the first session, Mr. Vu Minh Hai - Director of the Center for Entrepreneurship and Innovation of Can Tho City presented a speech on "Developing new science and technology and innovation in the new era to achieve the socio-economic development goals of Can Tho City by 2030, vision 2045". Next, Ms. Nguyen Thi Thuong Linh - Deputy Director of VCCI Mekong Delta Branch analyzed "Current situation and difficulties in improving innovation capacity of enterprises in Can Tho in the context of digital transformation".
The second session focused on the transport infrastructure sector - a key factor in promoting the regional economy. Mr. Nguyen Hoang Tung - Deputy Director of the Department of Construction of Can Tho City presented "Current situation and planning orientation of Can Tho City's transport infrastructure to 2030, vision to 2045". Mr. Diep Minh Tuan - Deputy Director of the Department of Finance of Can Tho City presented a speech "Mobilizing resources to develop the city's transport infrastructure to adapt to climate change: Current situation and recommendations".
Opinions at the seminar all agreed that Can Tho needs to quickly complete the policy system to create a favorable environment for innovative businesses. This is not only a scientific forum for the city to listen to opinions from experts, scientists and businesses, but also an important practical basis for Can Tho to improve its innovation capacity, build a dynamic digital ecosystem, and quickly adapt to global fluctuations.
