Be careful with information that sabotages the revolution to streamline the apparatus in Vietnam.

A historical necessity

In each revolutionary stage, our Party has always paid attention to building and perfecting the appropriate apparatus of the political system to build and develop the country, firmly protect the Fatherland, and successfully carry out and complete political tasks. Entering the period of deep and wide international integration, with the fourth industrial revolution (4.0), the development of science and technology, especially information technology, achievements in developing technical infrastructure... our country is facing a huge and strong requirement and challenge of innovating the economic operating institutions, the basis of which is the apparatus organization; and the space for organizing the comprehensive economy. Recognizing this issue, in 2017, the Party issued Resolution No. 18 - NQ/TW, the 6th Central Executive Committee Conference, term XII, on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient (Resolution 18).

Up to now, after 7 years of implementing Resolution 18, we have achieved certain results in organizational structure, mainly taking place in 2024 and the first months of 2025. These are merging and expanding residential units of groups and villages, ending the general department operating model of ministries and branches (except for ministries and specific fields), ending the operation and merging of a number of ministries and branches, streamlining the Government's organizational focal points, dissolving and merging a number of central Party agencies, reducing focal points both outside and inside the organization, studying the organization of two-level government (province, commune), abolishing the district level... This is just the beginning.

Faced with the urgent need to innovate and reorganize the apparatus of the political system, we must proceed quickly and strongly, carrying out many tasks at the same time, affecting many fields and issues, related to organizations and individuals. In his articles and speeches, General Secretary To Lam emphasized that the innovation and reorganization of the apparatus of the political system has now met all the ripe conditions and considered this a revolution, with profound impacts, carried out quickly, urgently, and hastily, in the way of "running and lining up at the same time", requiring the sacrifice of the interests of cadres, party members, civil servants, and public employees...

Institutions are “bottlenecks of bottlenecks”. Changing and operating institutions is closely related to innovation and reorganization of the political system. Now is the time, the opportunity, the urgency, the objective necessity for a revolution in streamlining the political system’s organizational apparatus, so that the apparatus can operate efficiently, effectively, and effectively, which, as General Secretary To Lam said: cannot be delayed any longer. Therefore, in a short period of time, from January to April 2025, the Party continuously issued many directive documents on innovation, arrangement, organization of the apparatus of the political system, streamlining, effective and efficient operation: Conclusion No. 121 - KL/TW, Conclusion No. 126 - KL/TW, Conclusion No. 127 - KL/TW, Conclusion No. 128 - KL/TW, Official Dispatch No. 43 - CV/BCĐ, Resolution No. 60 - NQ/TW.

There will be many more directive documents from the Party and the State on innovation and organization and apparatus arrangement to meet the requirements of revolutionary practice, and the country will enter a new era - the era of national development. There is no other way. This is the choice, the inevitability of history.

Cyberspace sabotage

The innovation, reform, improvement and reorganization of the political system is a normal and regular task of the Party and the State. Especially in the current period, the organization must be streamlined, operate effectively, efficiently and effectively, meeting the requirements of national development, deep international integration, science and technology, infrastructure development, economic expansion... This is truly a revolution in the organization of the apparatus, a turning point for a new era.

However, hostile, reactionary forces and political opportunists consider the reform and reorganization of our political system as an "opportunity" and "fertile ground" for them to carry out sabotage activities, especially in cyberspace. They provide one-sided, false, distorted, fabricated, slanderous information, discuss and speculate with malicious political intentions and motives, aiming to cause internal conflicts, divisions, doubts and disunity, and attack the psychology, ideology and trust of cadres, party members, civil servants, public employees and workers... in the leadership and management of the Party and State.

Information against the "revolutionary streamlining of the apparatus" often appears in cyberspace.

Some reactionary, hostile, and disgruntled organizations and individuals abroad have set up channels on social networks, day and night, producing and disseminating large amounts of reactionary information data, reeking of hostility, spite, and dishonesty.

Regarding the reform and reorganization of our apparatus, they distort that "this is an internal struggle, purge, eliminating those who are not on the same side", "focusing on enriching the leaders", those who are dismissed, downsized, or removed from the apparatus are those who suffer, are inhumane, and have an authoritarian and arbitrary way of doing things... They pretend to forget one of the organizational principles of the Party: democratic centralism, collective leadership, and individual responsibility. They deliberately ignore the very comprehensive, synchronous, reasonable, and emotional implementation directives of the Party and State, which have received a very high response and support from cadres, party members, civil servants, public employees, and workers who are affected and adjusted.

The hostile and reactionary forces that sabotage the reform process and reorganize the apparatus in cyberspace are very vicious and cunning. They are ambiguous and deceitful, claiming that "this process will not bring about any effectiveness, results, or effects", "it cannot overcome weaknesses in economic and social management", "it cannot solve the root cause and nature", "the country is still stagnant and difficult to develop"... In a vicious circle, they show their reactionary tails, with their outdated knowledge and understanding, advising us to implement "multi-party", "political pluralism", "building a civil society", and absurd democracy. The purpose is also to cause confusion, hesitation, loss of confidence, insecurity, dissatisfaction, ideological instability, disorientation, and further to disrupt social order, incite riots and overthrow.

In Vietnam, by 2024, there will be 78,440,000 internet users, of which 72,700,000 will use social networks. All communes, wards and towns have fiber optic cable systems connecting telecommunications, audio-visual, internet and social networks. This is a very good result in caring for and ensuring the needs and rights of information, spiritual life, access to culture, civilization and equality for the people. On the other hand, it is also a favorable condition, a "fertile land, area and field" for hostile and reactionary forces to conduct sabotage activities.

They indirectly attack our people's political ideology, social stability, and path to socialism.

It can be said that the arrangement and streamlining of the apparatus to operate effectively, efficiently, and effectively, saving expenses for the apparatus, allocating state budget resources for development investment and social security. From the arrangement and streamlining of the apparatus organization, using economical funding sources, the Party has decided to exempt tuition fees for students from preschool education to public general education levels from the 2025-2026 school year. The policy is to move towards exempting hospital fees for the people. Isn't this caring for the people, for the people, for social progress?

More than ever, this is the time for party committees at all levels, propaganda and mass mobilization sectors, fronts at all levels, and organizations to strengthen propaganda about the necessity, science, and effectiveness of the innovation and reorganization of the current political system. Raise awareness, unify awareness, and agree to respond and support the streamlining and reorganization, which may require sacrificing interests and encountering difficulties in the implementation process... Overcome local psychology and interests in merging, consolidating, naming, headquarters, local centers, agencies, and units.

On the other hand, innovation and reorganization of the apparatus is a revolution, deeply affecting all organizations, individuals, and personnel. It is a profound and comprehensive change, which can easily lead to a mentality of dependence, waiting, avoiding responsibility, lack of dynamism, creativity, daring to think, daring to do, leading to stagnant work, giving up and not being resolved. Therefore, all levels, sectors, agencies, and units must pay close attention to overcoming this situation and circumstance, thoroughly grasping the spirit of "running and lining up at the same time", but still ensuring the maintenance, implementation, and completion of work, functions, and tasks, without gaps or creating gaps. Streamlining and reorganizing, but the system's apparatus still operates normally and stably, to serve the people, businesses, and social life well. On the other hand, there are no "gaps" for hostile, reactionary, and opportunistic political forces to take advantage of, exploit, and exaggerate to sabotage us in cyberspace.

The results of the effective, efficient and productive operations of the organizational apparatus after streamlining, innovating, arranging, removing and releasing bottlenecks, focusing on effectively exploiting resources, and developing the country quickly, strongly and sustainably are vivid and convincing evidence, defeating the distorted and hostile arguments of reactionary forces and political opportunists in cyberspace.

Therefore, agencies, organizations, units, members and individuals of the political system need to thoroughly grasp, make efforts and be responsible for organizing and implementing well the directive, executive and management documents of the Party and State on innovation and reorganization of the apparatus, spectacularly realizing this great, profound, turning-point and historical transformation of the country in the new era of national growth.
