On the morning of May 27, in Hanoi, the Ministry of Education and Training held a training conference on inspection and examination of the 2025 High School Graduation Exam for officials of the Departments of Education and Training.
Deputy Minister of Education and Training Pham Ngoc Thuong affirmed that this year's exam is extremely important and has its own characteristics compared to previous years. This is the first exam organized under the 2018 General Education Program with the number of candidates registering for the exam increasing by about 100,000 students.

Deputy Minister Thuong emphasized that the context of organizing the exam this year is special, which has an impact on the exam organization. That is the arrangement of local government at 2 levels and no longer having ministry inspectors or department inspectors.
In previous years' exams, the district level also established an exam steering committee, with socio -political organizations taking care of candidates. For this year's exam, the arrangement of the two-level government apparatus, however, the Departments of Education and Training consulted with the People's Committees of provinces and cities, and the exam steering committee to prepare each stage carefully and thoroughly to ensure security, safety, and compliance with regulations.
Emphasizing the important role of the exam inspection and examination, Mr. Thuong requested that there must be a thorough inspection plan before, during and after the exam. Note to inspect unusual issues, when there is public feedback or when competent authorities see that there is a problem that needs to be inspected.
With the special nature of this year's exam, Deputy Minister Thuong requested the Departments of Education and Training to clearly assign people and tasks at all stages, especially the inspection stage, so that there are no gaps or blind spots. The inspection activities aim to remind people of what has not been done, what content is not good, so that they can prepare carefully and fully, and prevent cheating.
In particular, note the content that can easily lead to negative situations and how risks will be handled. In reality, there will still be "dark spots" that the exam regulations do not cover.
For example, the use of AI is very common today. During exams, according to regulations, candidates are not allowed to bring documents into the exam area, but if the inspection is not careful, there may be cases of intentionally bringing devices into the restroom. Students leave their phones in the restroom and try to secretly use them.
“Therefore, in this year’s exam, we must consider checking the toilet area in the exam site, even assigning supervisors to monitor the toilet area to prevent this. A mistake by the supervisor and a deliberate action by the candidate could lead to the exam being leaked,” Mr. Thuong warned.
In addition, to ensure that the exam is held safely and seriously in all localities, the leaders of the Ministry of Education and Training require thorough training on exam regulations for all staff and teachers involved in organizing the exam. During the exam, no incidents should occur and no psychological impact on candidates should be caused.
The 2025 High School Graduation Exam will take place on June 26-27 with nearly 1.17 million candidates registered. According to the Ministry of Education and Training, from June 1-6, a synchronous review of learning results from industry databases will be conducted; by June 11, registration numbers will be completed and exam rooms will be arranged for candidates.
