
According to the Thang Long Project Management Board ( Ministry of Construction ), the State Inspection Council for construction acceptance has approved the putting into operation of two North-South expressway component projects in the East phase 2021-2025, namely Bai Vot - Ham Nghi and Ham Nghi - Vung Ang (including the main route, intersections, overpasses and some construction items on the route) from 6:00 p.m. on April 28.
On April 28, the State Inspection Council for construction acceptance inspected and had a meeting with relevant units on the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang expressway component projects to consider putting these two expressway sections into operation and exploitation.
After working, the State Inspection Council on construction acceptance agreed to put the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang expressway sections (including intersections, overpasses and some construction items on the route) into operation.

In the initial phase of putting these two expressway sections into operation, the investor needs to closely monitor the operation situation on the route; control traffic volume and vehicle load; evaluate the effectiveness of the sign system and traffic situation, in order to promptly adjust traffic organization measures, ensuring safety and smoothness.
For the remaining service roads and construction items that have not been inspected and accepted, the investor and related parties need to continue to review, supplement and complete to ensure the quality of the project and meet the travel needs of people within the project scope.

The two North-South Expressway component projects in the East phase 2021 - 2025, including Bai Vot - Ham Nghi and Ham Nghi - Vung Ang, are nearly 90km long, started in January 2023, and the Ministry of Construction held a technical traffic opening ceremony on April 19, 2025. The main route is expected to be put into operation on April 28, 2025, and the project will be completed before June 30, 2025.
The Bai Vot - Ham Nghi section of the project passes through Duc Tho, Can Loc and Thach Ha districts of Ha Tinh province. Total project investment: 7,643.57 billion VND.
The total length of the route is about 35.28 km passing through Ha Tinh province, of which the road construction length is 33 km; the bridge construction length is 2.28 km.
The route is 35.28/35.28km long, with 3 intersections (intersection of National Highway 8A, Thanh Binh Thinh commune, Duc Tho district connecting Cau Treo International Border Gate, Hong Linh town; intersection of Provincial Road 548, Trung Loc commune, Can Loc district connecting Nghen town, Dong Loc T-junction historical relic site, National Highway 1 and intersection with Provincial Road 550, Luu Vinh Son commune, Thach Ha district connecting with Ha Tinh city, National Highway 1).
The Ham Nghi - Vung Ang section project passes through the districts of Thach Ha, Cam Xuyen, and Ky Anh; total project investment: VND 9,734.62 billion.
The project has a total length of about 54.2km. The starting point is at Km514+300 (coinciding with the starting point of the Bai Vot - Ham Nghi component project), in Thach Ha district; the ending point is at Km568+496.07 (coinciding with the starting point of the Vung Ang - Bung component project), in Ky Anh district.
The route opened to traffic has a length of 54.2/54.2km, including 3 intersections (Cam Quan QL1 intersection, Cam Quan commune, Cam Xuyen district through the connecting route to QL1A to Cam Xuyen district center, Thien Cam tourist area; Ky Trung intersection, Ky Trung commune, Ky Anh district to QL1A connecting Ky Anh district center and QL12C intersection, Ky Tan commune, Ky Anh district connecting Vung Ang Economic Zone and Ky Anh town).
At the investment phase, the 2 expressway sections have a scale of 4 lanes, 17m wide, minimum speed 60km/h, maximum speed 90km/h.
