Hoa Binh - Moc Chau Expressway for the Northwest to grow

Mr. Le Hong Minh, Vice Chairman of the Provincial People's Committee, said: In recent years, the transportation system of the northern mountainous provinces has received attention for development, from planning, upgrading and new investment. However, in general, the Northwestern provinces are still areas with many difficulties in economic and social infrastructure. The connection from the capital Hanoi to the Northwestern provinces, Hoa Binh - Son La - Dien Bien has been mainly via National Highway 6. The expressway has a total investment of nearly 5,000 billion VND, including many important items, and is the largest transportation project ever in Son La province. This is a strategic route, of special importance in completing the traffic infrastructure system in the Northwestern region according to the plan.

Since 2017, the Hoa Binh - Son La route has been officially approved by the Prime Minister to be added to the Vietnam Expressway Network Development Plan to 2020, with a vision to 2030. With the attention of the Government and central ministries and branches, along with the efforts and close coordination of the two provinces of Hoa Binh - Son La, the Hoa Binh - Moc Chau Expressway investment project in Son La province was approved by the Prime Minister in Decision No. 579/QD-TTg dated May 17, 2019 under the form of public-private partnership (PPP). However, due to many difficulties in implementing the PPP model, it is difficult to be feasible. In 2022, the Government issued Decision No. 465/QD-TTg dated April 14, 2022 to stop implementing the project under the PPP model and switch to a public investment option.

In July 2023, the People's Committee of Son La province was assigned by the Prime Minister to be the agency in charge of preparing for investment in the Hoa Binh - Moc Chau Expressway project through Son La province according to Official Dispatch No. 671/TTg-CN. On November 28, 2023, the National Assembly issued Resolution No. 106/2023/QH15 on piloting a number of specific policies on investment in road construction. In particular, the Hoa Binh - Moc Chau Expressway construction investment project, the section in Son La province, was included by the National Assembly in the list of national highway and expressway projects decentralized to localities as the managing agency. The Prime Minister officially assigned the People's Committee of Son La province to be the managing agency for implementation.

Immediately after being assigned the task, the People's Committee of Son La province directed the completion of the pre-feasibility study report to submit to the Provincial People's Council for approval in Resolution No. 299/NQ-HDND dated March 10, 2024, with a total investment of VND 4,938 billion, of which the state budget capital is VND 3,400 billion and the local budget capital is VND 1,538 billion.

The Provincial People's Committee issued Decision No. 424/QD-UBND dated March 13, 2024 assigning the investor to implement the project with 3 component projects, including: Compensation, support, resettlement, and site clearance in Van Ho district, invested by Van Ho district People's Committee, length 3.25km, total investment of 456 billion VND; Compensation, support, resettlement, and site clearance in Moc Chau town, invested by Moc Chau town People's Committee, length 1.05km, total investment of 37 billion VND, after adjustment to 63 billion VND; Traffic construction investment project invested by Son La Provincial Traffic Construction Investment Project Management Board, length 32.3km, total investment of 4,445 billion VND.

On September 24, 2024, the Component 3 project, investment in construction of traffic works, was approved by the Chairman of the People's Committee of Son La province in Decision No. 1999/QD-UBND. Accordingly, the scope of the project: Starting point at Km53+00 in Chieng Yen commune, Van Ho district, Son La province, connecting with the Hoa Binh - Moc Chau expressway project in Hoa Binh province. The end point is at Km85+262, intersecting with National Highway 43, in Van Son ward, Moc Chau town, Son La province. The total length of the route is about 32.3km. The total investment is 4,445 billion VND from the central budget and the provincial budget. The project implementation period is from 2025-2028.

The Project Steering Committee of Son La province is headed by the Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee. The Provincial People's Committee has established working groups in each field to focus on and resolutely implement the assigned tasks. Up to now, the site clearance work in Moc Chau town has been completed; the site clearance work in Van Ho district is being implemented on schedule; the mine clearance work has been completed by 70%; construction of 4 resettlement sites in Van Ho district has begun; planning of common construction material mines and locations of dumping sites for project implementation.

The investor has selected the construction contractor and handed over the clean site to the contractor; the contractors are committed to constructing the project, ensuring the progress, quality and aesthetics of the project items.

Along with that, departments, branches and localities do a good job of propagating the meaning, importance of the project and the benefits it brings to the people. Proactively implement plans to ensure security, order, food hygiene and safety... to ensure the event takes place solemnly, meaningfully, practically, economically, effectively and safely.

In the atmosphere of the days of May, the groundbreaking ceremony of the expressway on the occasion of the 135th anniversary of Uncle Ho's birthday (May 19, 1890 - May 19, 2025) is even more meaningful. The investment project to build the Hoa Binh - Moc Chau expressway, when completed, will develop and grow the economy of Son La province, becoming a new bright spot in attracting investment; an important condition for socio-economic development, tourism and trade; creating a new development axis for Son La and the Northwestern provinces to keep pace with the country in the era of national development.
